The topic is relevant to IAC, ie. if we treat "corruption" as rewards
for performing illegal acts.
From what I can make out from the discussions here:- COAS apparently
personally commended Major Gogoi for the illegal action of tying this
innocent civilian to a jeep and driving him around for 5 hours. And
even if COAS did not intend it that way, the timing was certainly
"stupid".
