Mr. Rodriguez, an 'investigation' into ASI apathy is unlikely to ever be done and will instead raise their hackles. Even the  holiest 'Hindu'  sites in India have been ruined, overwhelmed by commercial and tourism related activities encroaching on the premises of those complexes and ruining the aesthetics and accessibility of the sanctum sanctorums. 

I feel that you yourself along with numerous like-minded people, academicians, student. and youth groups, people in tourism industry, priests (including scholarly Jesuits from other states - Karnataka, Jharkhand, for instance), churches, and of course, ASI technical people, et al. should convene a seminar to discuss the problem, first but discussing the global importance of the site, it's history, traditions and contents, and then by showing videos or slides of the alleged encroachments, after which you as an advocate can mention the legal provisions that would help remove them.  

Don't expect anyone from government to attend though they will say they will. Unless you can approach the appropriate govt.department for their collaboration. You would have to disseminate your findings and recommendations through the Media,  journalists, tourism magazine and tour operators, YouTubers will have to publicize the seminar and it's discussions/demands.

Your own focus would have to be on the legal aspects of the. entire case. Statistics on annual and decadal total visitors to the shrine and it's 12-year events must be printed out in the cover note.

These are just some suggestions, based on what we with INTACH tried to do (unsuccessfully!) to save prehistoric and historic sites from rampant coal mining in Jharkhand. In fact, INTACH might be interested in collaborating and co-funding so please locate their convenor in Goa and also write to their head office to solicit technical collaboration and funds.

Patricio Fernandes for doing everything to hightlight the need to preserve the upkeep of this invaluable monument, let us hope the Goa Government will act swiftly to do all that is needed as the monsoons are fast approaching and the Basilica needs to be rescued from a man made disaster on account of the sheer negligence and laxity by the authorities.

Carrying out the urgent maintenance and restoration of all historical monuments is the priority. At the same time an investigation must take place into the ASI to ensure that our heritage and treasured historical monuments are never again compromised and threatened in this way. They must also be equipped to take whatever action is required to stamp out illegal constructions that interfere with such heritage sites without favour or prejudice. Our society will be defined not only by what we create but by what we refuse to destroy.

[IAC#RG] FWD: Catastrophe: Delhi runs out of Quarantine beds

There is a grave emergency looming in Delhi, the national capital.

With over 3,000 officially confirmed cases of COVID19 (the unofficial estimate is 38,000) and
at least 68,000 people identified as asymptomatic / presymptomatic, Dr, Nutan Mundeja (Dir Gen
Health/ GNCTD) is at her wits end.

1. 7 major Government hospitals have been sealed die to confirmed cases

2. The much awaited Chinese rapid test kits have been rejected as defective. 45% of the "negative" cases tested by Delhi Govt have turned out to be positive, considering that the incubation period of the virus is now as high as 38 days (and not 14 days like earlier thought based on Chinese disinformation).

3. The Central Govt does not allow her to purchase critical items directly and what is being provided is defective and vastly overpriced

4. The shortage of even basics like masks, gloves and shoe covers is so severe that Dr. Mundeja and her Addl DG Dr. Marak are having to wear home made cotton masks, and they get overly sensitive when asked why they approved 5 million N95 masks to be given free to schoolchildren without keeping any spare stock or records of the beneficiaries.

5. On 30 April 2 cases were confirmed inside Delhi Secretariat building and it was cordoned off for sanitization

6. With 68,000 people having contacted the Govt helplines claiming / exhibiting symptoms, Dr. Mundeja
does not know where to put them, or have staff to take care of them if they are quarantined as per protocol. So on 25th April a hastily drawn up set of "emergency" guidelines for "home isolation guidelines for 'mild' cases of Covid-19" were sent by her to be back notified by the Central Govt.  These utterly insane emergency guidelines drafted by 2 American citizen interns imposed by Kejriwal may be the last straw for creating a wildfire of cases in Delhi, considering that there.is no such thing as a "mild" case of a viral disease like COVID19. These 2 American interns, on loan from a US MNC pharma major, were also responsible for the unsanctioned COVID plasma trials taken from Tabhighi recoveries  in which 6 patients died in last 3 days

7. As it is, Delhi, like Telangana and Odisha, has belatedly realised that it is better to stop / slow down testing and leave it up to "herd immunity: to solve the problem.With tax money very short and salaries to be paid, these highly irresponsible governments will do anything to open their states again just so that the money keeps rolling in. So whereas publicly these govts may claim they want a lockdown extension, in private they just want Mr.Modi to announce the removal of lockdown if they can act like they have things/numbers under control.

8. But most importantly, Dr. Mundeja is worried because of 2 CBI cases likely to be registered against her
very soon for utterly insane actions she protested but was forced to implement under threats.

Speaking in my personal capacity, and as a jurist, when it is admitted by the official Twitter account of Dr. Khan that he did make the impugned tweet (image attached), it is astounding for any Indian citizen to claim that this tweet is (a) in good taste (b) factually correct or (c) not seditious (as the law stands as present).

Secondly, it is incorrect to suggest that Hindu "Communal forces" are out to get Dr. Khan. Your statement implies that Hindus are communal (which is an insult to Hinduism) and that Dr. Khan is in some way of interest to Hindus. I can personally assure you that neither of your imputations is correct, and I say this as an established expert in the Hindutwa domain.

However, now that this individual has been brought to our attention, we can safely say that from information in public domain "Dr." Khan appears to be as equally under-educated / bigoted as the semi-literate RSS pseudo-Hindu bigots who govern India today, and who he attacks. It is a great mystery how he came to be appointed to his office or who appointed him.

Zafarul Islam Khan welcoming Justice Rajinder Sachar during Golden Jubat India Islamic Culture Centre New Delhi.

Dr. Zafarul Islam Khan is the Chairman of Delhi Minority Commission. For a few days he has been a victim of severe attack from the Hindu communal forces as well as a section of media. They are targeting him for posting a tweet. The communal forces have alleged that he had threatened them of taking up the issue of Indian Muslims facing discrimination to the Arab world.

In fact, the charges against him are politically motivated. He is being targeted for his identity.

What has irked the communal forces is his work. Zafarul Islam Khan is not affiliated with any party. Nor is he under compulsion to please his political masters. He is well-qualified and knows his subject very well.  During the February Delhi riots, he was very active in giving relief to the marginalized sections and working for peace and harmony as the Chairperson of the Delhi Minority Commission.

Zafarul Islam Khan is an eminent journalist, author, translator and expert on Islam. He is a man of vast experience.  Above all, he is an upright citizen. In his life and work, he has acted as ambassador of communal harmony. These all have made the Hindu communal forces turn angry against him. They see his presence as an impediment to their politics of hatred.

To know about the work and contribution of Zafarul Islam Khan in great detail, you may turn to other sources. Here I am going to tell you about some parts of his life that I have personally seen.

It is not an exaggeration but truth. I have personally not seen a person who could speak and write several languages so fluently as Zafarul Islam does. Once he was editing stories for "The Milli Gazette", the English fortnightly which he edited for decades, he received a call. I tried to listen to his fluent Arabic in wonder

I have not seen a person who works so hard as Zafarul Islam does. In his office, I saw him working day and night. He was among few editors and public intellectuals who respond to mail every time you send.

I have not seen a person who maintains so harmoniously a balance between faith and reason and tradition and modernity as Zafarul Islam does. He offers namaz five times a day. Once I was discussing with him the issue of Muslim Personal Laws, he critiqued several positions of the traditional ulama. The practice of triple talaq at one go and its defence were not upheld by him. On the issue of Muslim women and their entry to mosque, he brought my attention to an important fact: "Women used to pray at mosques. This practice was in vogue not long time ago".

I have not seen a person who works so painstakingly to document issues and events of people's concern as Zafarul Islam does. In his office, newspaper clippings are maintained every day. He encourages young scholars to learn the art of documentation. He runs a publishing house and keeps publishing reports concerning the issues of marginalized sections. "Does our writing make any difference?" I once asked him. He replied positively. "Yes, it does. Do your research and writing and put it in public domain. Someone will definitely take notice of it".

Zafarul Islam Khan is among a very few persons who understand issues holistically. He is a great advocate for coexistence, tolerance and freedom of expression. Once I had written a hard critique of a scholar whose books have earlier been published by him. "Sir, would you like to publish an article in which I have severely criticized the author who is associated with your publication". I asked him over phone. His reply was worth mentioning. "The author is my friend as you are my friend. The idea should not be suppressed".

Above all, Zafarul Islam is a kind human being. I remember a few years ago, a friend of mine had no money to pay his registration fees at JNU. Left with no option, I sought his help and rang him up. He readily agreed to give contribution. Next day before we could reach his residence, he was waiting. He kept the contribution in a white envelope. Some pockets of juice were also there for my friend and myself.

Even his critics acknowledge that Zafarul Islam is a man of letter. He is great scholar of Arabic and Islamic history. He is also a well-known translator. He has translated his father's work into Arabic and brought him closer to the Arab world. Maulana Wahiduddin Khan, the great Islamic scholar, is his father. But the father and the son do not agree on many issues, particularly those concerning politics.

In the field of journalism, Zafarul Islam Khan is widely known. As a journalist he wrote both in Arabic and English. He has worked with several prominent newspapers of the Arabic language. Needless to say, as a journalist he is respected in the Arab world. His writing, contrary to claims of the Hindu bigots, is a great ambassador of the country.

As a Chairperson of Delhi Minority Commission, he has done his job as per the rule of the law and the Constitution. He has always discharged his duty within the framework of law. His tenure at the Delhi Minority Commission has brought great relief to minorities. His work has failed several designs of communal forces who are leading a campaign of hate against him. Zafarul Islam Khan is the latest victim of several other scholars, public intellectual, youth leaders and activists. There are clear evidence and pattern that the Hindutva forces launching a campaign against him are being backed by the powerful people at the top.

The communal forces have been planning for long to remove him. In a polarized atmosphere, they have decided to turn his tweet into controversy. Questions are being raised about his patriotism by the Hindu communal forces. This has been their old method of demonising a Muslim.

In brief, their charges are baseless. Who does not know that the social media campaign against Islamophobia has been going on for several days, predating the tweet of Dr. Zafarul Islam Khan.

I have much to say about this great son of India but the space does not allow me. The main point should not be forgotten that the attack on him has much to do with his identity and his impeccable work.

We must also bear in mind that by attacking Zafarul Islam Khan, the Hindutva communal forces are in fact acting against the interest of the country.

The democratic voices must not let communal forces succeed in their game plan. We must stand with Dr. Zafarul Islam Khan. He has fought for our rights. He has worked for peace, harmony and justice. At this critical moment, we cannot afford to let him be alone.

1.    भारत की  सभी प्रकार के किराए माफ कर दे चाहे वह दुकान के हो चाहे वह मकान के हो सभी तरह के ब्याज माफ कर दिया जाए.l क्योंकि  इससे मजदूरों  वह लोगों का पलायन रूकेगा 
2.व्हाट्सएप फेसबुक जिन पर की और झूठे मैसेज चल रहे हैं उनकी जांच करके तुरंत उनको गिरफ्तार कर लिया जाए और उनको कड़ी से कड़ी सजा दी जाए और आजीवन कारावास से कम ना हो.  क्योंकि अभी तक देखने में आया है कि दिल्ली में मुंबई में जो मजदूरों का पलायन हुआ है इसमें अफवाहों का काफी योगदान था।
3.हम लोग लगभग 1 महीने से अपने घर पर पड़े हैं अपना काम धंधा बंद करके लेकिन हमारी जगह कुछ लोग हैं जो घर से बाहर घूम रहे हैं जिसकी वजह से हमारे द्वारा अपना काम बंद करने का कोई फायदा नहीं हो रहा है और करोना वायरस फैल रहा है जो कि एक छोटी सी जगह से जो कि हमारे भारत में भी नहीं है वहां से यहां तक केवल 1 महीने में पहुंच गया और जब तक वह पूरी तरह से खत्म हो जाता लॉक डाउनलोड रखा जाना चाहिए जो भी व्यक्ति गली में घूमता हुआ पाया जाता है उसकी फोटो तो पड़ोसी खींचकर भेजें भारत वर्ष में जीपीआरएस के ऊपर फोटो लागू कर दी जाए और जो व्यक्ति  उचित फोटो भेजता है उसको इनाम भी दिया जाए इनाम के लालच की वजह से वह बहुत से जो अपने देश के प्रति अपना कर्तव्य समझते हैं वह अपने परिवार को बचाना चाहते हैं वह फोटो खींचकर भेजेंगे जिसमें कि आदमी की शक्ल आएगी उस जगह का नाम आ जाएगा और संबंधित व्यक्ति का फोन नंबर भी आ जाएगा जिससे कि बहुत सी पुलिस का बल लगाने का समय बचेगा और इस काम के लिए आशा वर्कर ग्राम पंचायत वह अन्य समाजसेवियों की भी मदद ली जा सकती है वह टीवी व अन्य माध्यम से प्रचार भी किया जा सकता है और इसका परिणाम यह होगा कि गांव में भी लोग घरों से बाहर नहीं निकलेंगे और करो ना वायरस को फैलने से रोका जा सकेगा।
4 आपको इस संदर्भ में मेल भी की गई है बताया जाता है  कार्यक्रमों  ने न सिर्फ भारत की परेशानी बढ़ाई है बल्कि मलेशिया और अब पाकिस्तान में भी इसका असर दिख रहा है. मलेशिया और पाकिस्तान में भी कोरोना वायरस के मामले बढ़ रहे हैं.सबसे पहले उस उस संस्था में उन सभी लोगों को जो उसके साथ जुड़े हुए हैं  उसको आतंकवादी संस्था घोषित की जाए उसकी पूरी संपत्ति को सरकार अपने अधिकार में ले ले उसकी वजह है जिसकी वजह मैं बता रहा हूं क्योंकि इससे पहले वह मलेशिया में भी इसके तरह का कृत्य कर चुके हैं उनको अच्छी तरह से मालूम था कि वहां पर भी करुणा वायरस उनकी वजह से फैला है तो जो कि संभव नहीं है उन्होंने अनजाने में भारत में करुणा फैलाया है और यदि फैलाया भी है तो वह निर्दोष नहीं कहे जा सकते  
मार्च में लाहौर के रायविंड शहर में एक सभा की थी. सरकारी आंकड़ों के अनुसार, इस सभा में भाग लेने वाले अब तक 2,258 से अधिक कोरोना संक्रमित पाये गए हैं. पाकिस्तान में अब तक करीब 8,418 लोग कोरोना से संक्रमित पाये गए हैं. वहां 176 लोगों की इस वायरस से मौत हो चुकी है.माना जाता है कि दुनियाभर में इसके 1.20 करोड़ से लेकर 8 करोड़ सदस्य हैं.  )
मेरा मानना है कि संस्था के करोड़ों सदस्य हैं इसलिए दुनिया की कोई भी सरकार इनके खिलाफ कोई कार्यवाही नहीं कर रही है ताकि वह सरकार बनाने में उनका सहयोग करें उसके वजह से हम गरीब लोग कोरोना संक्रमित की मार झेल रहे हैं और इसकी और बजाइए भी है अपनी सरकार बनाने में लगी हुई है चाहे वह मध्य प्रदेश की ही क्यों l
इन सब की गिरफ्तारी से यह फायदा होगा कि इन संस्थाओं के मुख्य जहां-जहां छिपे हुए हैं  उनको सामने आना पड़ेगा और करोना  virus को रोकने में सहायता मिलेगी.    
5.  करोना  virus  को रोकने के लिए सबसे जरूरी है कि जिम्मेवार लोगों को  जो अच्छा काम कर रहे हैं उनको इनाम दिया जाए  और जो अपनी ड्यूटी को सहीीी से नहीं कर रही रहे हैं उनको सजा दी जाए जैसे कि दिल्ली मुंबई पूरे भारत में  क्रोना वायरस फैल रहा है जो कि समय रहते उसको रोका जा   सकता था ..जिस समय गुप्त सूचना मिल गई थी कि दिल्ली के अंदर एक जगह जमा है तो उनको समय रहते ही उनके हुए उनके खिलाफ कानूनी कार्यवाही होनी चाहिए थी जिससे कि पूरे भारत में यह संदेश जाता कि कानून से बड़ााा कोई नहींहै और कानून का पालन किया जा रहा है इस बात की अभी से गंभीरता से जांच कर दी जाए  और  यदि कोई भी पुलिस अधिकारी  वह  राष्ट्रीय सुरक्षा सलाहकार  से संबंधित  कोई भी व्यक्ति  यदि जिम्मेदार पाया जाता है तो उसके खिलाफ तुरंत कार्रवाई हो जाए  और  जितने भी लोग कानून तोड़कर  घर से बाहर निकले हैं उन सब के खिलाफ अविलंब कार्यवाही चालू कर दी जाए तो इसमें सभी लोगों के खिलाफ  कार्रवाई होने से  कानून के  प्रति लोगों के दिल में इज्जत होगी  और  कानून का सख्ती से पालन होगा .

7. सभी लोगों की लोन की किस्तें जब तक लोग डाउन है तब तक रोक दी जाना चाहिए    और उनको पहले ही बता दिया जाए कि जब तक लॉक डाउन है आपसे किस्त नहीं ली जाएगी मैं साथ ही जिन लोगों के बैंक में पैसे जमा हैं उनको बता दिया जाए कि जब तक आपको ब्याज भी नहीं मिलेगा वह उसके बाद भी आपको ब्याज नहीं मिलेगा जब तक लोग डाउन है लेकिन जिन का खर्चा केवल ब्याज से चल रहा है उनको रियायत दी जाए l
इससे यह फायदा होगा कि जो लोग अपने किस्ते नहीं चुका पा रहे हैं वह आत्महत्या की तरफ़ अकर्षित नहीं होंगे
8. भीड़भाड़ वाली जगह पर जैसी गाजीपुर सब्जी मंडी वर्तमान की महामारी को देखते हुए सब्जी मंडी बाउंड्री वॉल से बाहर भी लग जाने चाहिए और वहां पर जांच की जानी चाहिए कि यहां पर लगे हुए सुरक्षाकर्मी क्या जनता से उचित व्यवहार कर रहे हैं और क्या वहां पर लगे हुए सुरक्षाकर्मी दुकानदारों सही है या अन्य से अवैध उगाही तो नहीं कर रहे और सभी जगह पर सोशल डिस्टेंस प्रधानमंत्री के कहे अनुसार 2 गज तो ठीक है लेकिन यदि 7 गज हो जाए तो भी क्या बुराई है लोगों के पास इस समय कोई समय की कमी नहीं है इससे महामारी भी ज्यादा नहीं चलेगी।
9.  यदि कोई व्यवसाय ऐसा है कि जिस में काम में खाना वह रहना साफ सुथरा हो सके तो ऐसी फैक्ट्रियों को तुरंत चालू कर देना चाहिए जहां से मजदूरों को कहीं बाहर आने जाने की आवश्यकता ना हो और फैक्टरी परिसर में ही रहने का साफ सुथरा अच्छा प्रबंध हो।

10. मुंह पर मास्क बाजार ही नहीं घर पर भी  आवश्यक कर दिया जाए और वह चाहे घर पर ही बना ही क्यों ना हो लेकिन मुंह पर  बार-बार सकने वाला कपड़ा नहीं एक साफ-सुथरा और स्थिर रहने वाला कपड़ा होना चाहिए और साफ सुथरा होना चाहिए क्योंकि गंदा मास मास्क तो मौत को दावत देने जैसा होता है क्योंकि जब एक गंदी की तरफ से मुंह पर आएगा तो वह बजाए सुरक्षा देने के मौत का कारण भी बन सकता है चाहे वह गमछा हो या कोई अन्य मास्को और गमछे का नुकसान यह होता है कि गमछा बार-बार सकता है और उस पर बार-बार हाथ लगता है लेकिन घर का बना मास्क फ्लावर साफ सुथरा हो
11. पैसे का लेन देन केवल इलेक्ट्रॉनिक माध्यम से होना चाहिए जिसके बारे में कोई अतिरिक्त चार्ज भी ना हो ना ही दुकानदार पर ना ही ग्राहक पर इसका फायदा यह होगा कि लोगों को दुकानदार के पास कम से कम जाना पड़ेगा और कम से कम टचिंग होगी।

12. सभी तरह का पत्र व्यवहार केवल email मेल के द्वारा ही माने हो जाए जो कि केवल आवश्यकता पड़ने पर ही हार्ड कॉपी की मांग की जाए इसका फायदा यह हुआ कि कम से कम लोगों को ट्रांसपोर्ट के लिए जाना होगा और कम से कम टचिंग होगी।
13. लोगों को जो राशन दिया जा रहा है वह इस आधार पर दे दिया जाए आस पास के ही जो किसान हैं वह बजाए की मंडी में जा कर राशन दें वह आस-पास के लोगों को सावधानीपूर्वक राशन दें और आसपास के लोग सावधानी पूर्वक इलेक्ट्रॉनिक माध्यम से उस किसान को भुगतान कर दें इसका फायदा यह होगा कि किसान को अपना अनाज बेचने के लिए मंडी में नहीं जाना पड़ेगा और उसको जाना जगह धक्का नहीं खाने पड़ेंगे और लोगों को अपने गांव में ही राशन मिल गया जिससे कि बहुत सारा ट्रांसपोर्ट बचेगा और लोगों को साफ सुथरा राशन अपने गांव से ही मिल जाएगा और सरकार को भी इसमें फायदा होगा कम लागत में ज्यादा लोगों को फायदा हो जाएगा लेकिन बेईमानी की सूरत में सजा भी कड़ी कर दी जाए ताकि लोग बेईमानी करने की हिम्मत ना कर सके यह बच्चों को पढ़ाने के लिए आसपास के लोगों को प्रसारित किया जाए ताकि वह मोबाइल से बच्चों को शिक्षा दे सकें ताकि लॉक डाउन के दौरान हमारा देश शिक्षा में पीछे ना रह जाए।

[IAC#RG] ONLY HARD AND BRAVE STEPS WILL REVIVE THE INDIAN ECONOMY

Our Indian economy was already faltering over the last few years and now with the COVID-19 pandemic we have landed in a bigger financial upheaval. To now revive the economy the Government would have to take stringent austerity measures.

Tough and bold decisions must be taken.  All salaries right from the President of India must be taxed as per the slabs of all. Those serving only for a five year term as MP or MLA should not be entitled to any pension. The free air flights should be only for MPs travelling on official business and not their entire families. Giving free furnished bungalows to retiring President of India and other VVIPs must stop. Even the developed countries do not provide such luxuries.    

Financial discipline and monetary accountability is a must if India is to move on. Rationalization in government spending, strong and sincere austerity measures need to be taken with criminal waste of public funds on superfluous expenditure strictly prohibited and stamped out. It also requires targeted investment to kick start a failing economy with full transparency and accountability to benefit the many and not just the few.

Fiscal accountability, responsibility and strong honest transparent leadership must be an ongoing sustained process to achieve success. Now more than ever, it is the bounden and lawful responsibility of the authorities to work towards restoring our country on the road to economic prosperity. Failure to exercise wisdom and prudence at this our greatest hour of need will only lead to greater disasters.

I think it is important that HRA list members know that the sheer "incompetence" of Modi sarkar has resulted in at least 20,000 unnecessary COVID-19 detections (which is conservatively the raw indicator for at least 1 lakh aktual extra COVID-19 infections) as on date in India.

From the attached graph it is crystal clear that "Lockdown" from 25 March 2020 was the trigger for a dramatic uptick in COVID-19 detections from 31st March 2020. By delaying the Lockdown by almost a month, Narendra Modi deliberately infected 1 lakh innocent Indians with CoVID-19. In the absence of any other explanation, it seems that this was done deliberately for reasons best known to Modi sarkar.

You are not the only advocate on this forum, and I once again caution you to stop misusing our shared resource for unethical self promotion.

I wonder how you can clam to be an advocate allowed to practice in India, when you labor under the wrong notion that, in India, "advocates are officers of the Court".

Since you also claim to be an officer of the High Court, would you kindly circulate a copy of your appointment orders detailing your salaries and allowances etc. issued under Article 229 of the Constitution of India which is reproduced below for your ready reference

Article 229 in The Constitution Of India 1949
229. Officers and servants and the expenses of High Courts
(1) Appointments of officers and servants of a High Court shall be made by the Chief Justice of the Court or such other Judge or officer of the Court as he may direct: Provided that the Governor of the State may by rule require that in such cases as may be specified in the rule no person not already attached to the Court shall be appointed to any office connected with the Court save after consultation with the State Public Service Commission
(2) Subject to the provisions of any law made by the Legislature of the State, the conditions of service of officers and servants of a High Court shall be such as may be prescribed by rules made by the Chief Justice of the Court or by some other Judge or officer of the Court authorised by the Chief Justice to make rules for the purpose: Provided that the rules made under this clause shall, so far as they relate to salaries, allowances, leave or pensions, require the approval of the Governor of the State
(3) The administrative expenses of a High Court, including all salaries, allowacnes and pensions payable to or in respect of the officers and servants of the court, shall be charged upon the Consolidated Fund of the State, and any fees or other moneys taken by the Court shall form part of that Fund

NB: We sympathise that thousands of advocates like yourself are on the verge of starvation due to lockdown, but you must be aware that this is in the national interest. Remember and emulate Bhagat Singh, Chandrashekhar Azad, Ashfaqullah Khan etc. instead of Ambedkar.  In any event your tiny state of Goa hardly seems to be much affected with all the liquor shops and feni bars working 24x7 to sanitise the innards of certain Portuguese (dual) citizens who reside there.

[IAC#RG] THE LOCK-DOWN WILL HAVE TO BE FURTHER EXTENDED

With the extended lock-down due to end on 3rd May, in the prevailing dicey circumstances the government may have no option but to extend it further. We have seen how in our very populous nation the law enforcement authorities have over the last few weeks had a very arduous task enforcing the lock-down. So if it is prematurely withdrawn, hell may be let loose in these precarious times.

With new COVID-19 cases surfacing by almost a thousand a day, it is a matter of great concern while the continued deaths across the nation is also worrisome. To take no risks in the current fluid scene, the lock-down would have to be possibly extended by another four weeks and then reviewed. We need to tread cautiously and thoughtfully in dealing with this gruesome pandemic which has brought the whole world on its knees.

The government has to however ensure that the grocery stores are kept wide open so that everyone can get all the required essential commodities. Needless to say the authorities ensure that substandard or adulterated food stuff is not sold while also making sure that the prices are not inflated. The government is duty bound to meticulously see that no one remains hungry.

The country needs to be focused on battling the dreaded virus with all the possible resources at hand. For now politics or any politicking should take the back seat while we all stand as one great nation with Unity in Diversity as our strength.

1, Why should we listen to Maulanas ? Why do you, presumably a Hindu, listen to Maalanas ? Are you secretly a Muslim ?

2. Muslims, including the Maulanas, have every right to be full of hate against Hindus. This is in the same way that Hindus were full of hate against Christians and Muslims who ruled over Hindustan in the past. HATE IS GOOD, Embrace It.!!

3. A Muslim has every right under our British generated moth-eaten rotten Constitution to call certain Hindus as "kaafir". A kaafir, in its original sense referred to the "idol worshippers" of Mecca during Mohammed's time, PBUH and was mainly directed at the "priests" and babey shabey who had installed hundred of ridiculous lumps of wood, stone and mud for people to "worship". So if you are upset with this term, kaafir, kindly note that this term is there in its exact sense in each and every Abrahamic religion, each of which exhorts its members to kill idol worshippers (ie. those who refuse to accept the ONE invisible formless God ) aka "unbelievers / infidels"  etc. Obviously you, who appear from your surname to be a Khatri, are not aware of the higher dimensions of Hinduism which mirror closely those of Islam, considering that both sprung from the same source (directly from God .or as revealed indirectly through the archangel Jibrel). 

4. I could extend this further to say that a Muslim Maulana, who would presumably be as knowledgeable in Islamic law as I am in Hindu law, has correctly described you as a non-Hindu, ie. kaafir. No True Muslim would ever dare to describe a True Hinhdu as a kaafir, for if the True believer has 5 (or 6 or 7 as extended by Ha'adith) articles of faith as revealed to Mohammed by the Archangel Jabril, then the True Hindu has 9. and the True Brahmin has all 13 Iman.

Satan-like he threw back his head and collected an army of accursed heretics ........  out of whom some wore the accursed torque (tauq), the zinar (the brahmanical thread). Page 572 records: The absurd Hindus, knowing their position perilous, dispersed like carded wool before the wind, and like moths scattered abroad. Mounds were made of their bodies of the slain, pillars of their heads. Page 574-75 records: After this success, Ghazi (Victor in Holy War) was written amongst the royal titles. Below the Titles entered on the Fatehnama, I wrote the following quatrain:

                   "For Islam's sake, I wandered in the Wilds

                    Prepared for war with Pagans and Hindus

                     Resolved myself to meet the Martyr's death

                    Thanks be to God! A Ghazi I became."

 

          An Order was given to set up a pillar of pagan heads on the infant hill between which and our Camp, the battle had been fought – P. 576.

 

Babar was the Emperor who established Moghul rule in India on his 5th Invasion and captured Delhi Sultanate Throne from Ibrahim Lodi. I think that should be enough to correct the perception of Sri Nasir Shah.

Thank you for your mail. My reference to Kashmir actually means J&K. Initially the lockdown or rather strict Curfew was on Jammu. We understand it was necessary for Govtt to put Kashmir under curfew or lockdown not to find any agitation anywhere, particularly in Kashmir and reason there off to our political leaders under house arrest and then finally booked under PSA.  Good that some of them are released.  The agony is that not only where we in the lockdown or curfew but our basic rights were also cutoff I.e., all sort of communication and we expected it to be for a week or two and not for near 7 months. We still don't have 4G here in Kashmir despite appeals from all sort of people be it political, social or business organisations. I am not a politician to discus what and where went wrong since 1947, but as a citizen we expect our rights should be protected and we be allowed to live a dignified life.

Are you referring to the Valley ?  I think all is well in Jammu is n't it? Its basic common  sense that Kashmir has historically been part of india and if Kashmiri muslims wants to create unrest there will be lockdown..

Kafirs in Arabs  was used against those people of that time who were muslims, but did not agree to accept Prophet Mohammad as the Final Prophet of Islam. They were usually refered as "Kufars"  meaning in English as Non Believers of the Prophet. Just thought to correct.

 

Now my humble request to all, please please do not devide this country on the basis of religion, rather the majority community should always try to do the hand holding of the minorities particularly Muslims…. I am sure if you just try to be happy with them, they can honestly sacrifice their life for you & the Country.  Since I come from Kashmir, can some one imagine that we were in Lockdown since 05 August when Article 370 was removed & State devided into 2 UT's the present leadership didn't do good to people of Kashmir, be it Muslims, Sikhs or Hindus of Kashmir , when we faced emotional & complete financial loses for the last 7 months before March, but we still appreciate the Prime Minister Modi did the best thing anouncing lockdown against carona wright on time. Some o you are showing much ant against the Present Political dispensation, but we cant even afford to do that as if we do, then we will be labelled as anti nationals & lodged in the jails with PSA, even if we will speak within the framework of the Indian Constitutution. Frankly speaking Democracy in J&K has still been under the lockdown. But we still try to live happier and no grudge against anyone.

 

I am writing first time and hope I have not hurt anyone by mail mai.  May God bless you all and May Almighty Allah give us all courage first to fight this war against Caronavirus than than let us all live together with lot of love compassion, understanding, trust for each other so that we  build a New India and yet try to remember the older Pristine Glory of our Country.

I know about the dire situation decades of top-down policies and malgovernance have created for ordinary village people in remote so-called Maoist affected areas from first hand, in Jharkhand where my sociologist husband and I worked with 9 displaced villages for four years (in honorary capacity) in Asia's biggest opencast coal mine handed over to a foreign company and CCL by Rajiv Gandhi's government. And I have followed the pogroms against tribals and extrajudicial killings, incarceration and torture of men and women by police and paramilitaries in Chhattisgarh until the Supreme Court outlawed the state supported Salwa Judum campaign. Their plight has been exploited by armed militants and to me this represents a failure of governance on the part of the Indian state. 

 

When people resist venal state officials, corruption at all levels of government, displacement by mining companies (in joint ventures with NMMDC, why not with the original tillers of the land?), miserable rates of compensation for land and no compensation at all for the forest produce that forms their main source of livelihood, and state repression when they resist displacement then they often have no recourse but to join some militant movement to demand their rights as citizens. Does empathising with them constitute being a Communist? 

 

FYI the government commissioned an IAS officer Debu Bandhopadhay to study the situation and present his report on Left-wing Extremism in these areas. His conclusions point to the same thing - it is caused by sheer failure of governance. You can get this report online now that the Planning Commission has been abolished. Simple village people and tribal communities would never take up arms against the state, because they respect a Mai-Baap Sarkar's authority and armed resistance would be suicidal anyway as proven in the Kalinga Nagar episode in Orissa.

 

Btw, Debu Bandhopadhyay is by no means a Communist sympathiser either - he has been a consistent critic of the Left Front government in WB but he did help the state after the Naxalbari movement by designing and implementing the Tebhaga land rights scheme between State and people's representatives.

 

Can you define what is a Communist in the Indian context? Why do you think anyone who critizes any mukhouta who heads a dubiously elected government a Communist? I don't have time to read Mao and Marx but I do see a lot of criticism hurled at presidents of the US by ordinary citizens and Netizens who would never call themselves Communist. 

 

Where did you (Rao, Rina M. et al.) get the idea that Communism was a bad word? It's a form of government that is accepted in India. And you must know that the 'Communist' government of Kerala has done the best job in this current emergency by monitoring and containing the spread of Covid19 and reducing death rates in the state. Is that a bad thing to have done ??

Re the statement that India had "10,000 cases in 75 days", we all know that that's a gross underestimate because, a) India has one of the lowest testing rates in the world such that given our population, our published data are even less credible than those of some subSaharan countries or secretive China, b) our testing protocols applied to arrivals at airports, ports, later at some state borders, or to hospital entries, and c) government admits that India is yet to develop/import on the mass scale needed, a sufficient quantity of testing kits, and indeed, of all other epidemic related equipment like PPEs, masks, ventilators, hand sanitizers, etc.

 

As you know this government has been allergic to the collection and disclosure of data of any kind, be they on employment, banking, PHC functioning and use in rural areas, health and malnutrition status of LIGs, of children, or whatever. So there is no mechanism to collect data on morbidity and mortality for over 80 per cent of the population who live in rural areas or urban slums. Thus the Covid+ve figure of 10,000 can't be taken seriously and  certainly not congratulate ourselves about.

 

In this situation, containment, with lockdowns enforced by a barbaric police force or paramilitaries including lathi wielding RSS men rather than active health status monitoring or curative health care remains the focus of this government. Tell me, how many people under lockdown actually have access to even a district hospital even in the most advanced districts of rural India? We can only hope that the stars, sunlight, UVCs, home remedies for immunity and faith in our multiple gods and godmen/women will carry that underserved 70 per cent of the population through this crisis.

 Yesterday CNN News 18 (you know who owns it) displayed a graph showing the number of days in which different countries had 10,000 Covid-19 positive cases. We had them in 75 days. 

Iran, Italy, Spain, US etc had much higher infection rates.  South Korea had 10,000 in 71 days, China in 76 days.

We continue to stand by the @LockDownIndia Covid data projections. Our model is an extremely conservative model which could not anticipate that the Government would run out of COVID19 testing kits from 11th April onwards. Conservatively, based on international experience, there would be at least 5 cases unidentifed cases for each COVID19 conformation. As such it can be projected there would be at least 75,000 infected persons in India

 

The national capital Delhi ran out of accurate PCR testing kits 2 days ago (13th April 2020) when there was a huge surge of 366 confirmed cases (official data) that day.The situation was so desperate that the Director Public Health NCDC in Delhi personally flew down to Mumbai/Maharashtra so he could borrow about 120 kits which he brought back. Today (15.April.2020) only 37 tests could be conducted  in Delhi and 15 cases were identified by PCR when at least 1,200 patients were waiting to be tested on PCR after rapid testing.

 

God help India and save us from pot banging and candle lighting lying politicians who have put us in this mess,.
