There is the constitution of India and its intetpretation by the apex court. No decision by any authority can be made arbitrarily as it goes foul of the laws of the land. And any such order is liable to be struck down
Even martyrs,as per well laid out rules and regulationd wouldn't get 1C money.
Most governments have played frudal time game of announcing awards/rewards at thrir sweet will w/o any rule/regulation being in place.
Arbtrariness is anathema to law.
Its settled law by the SC.
Why is no one taking all such cases to the SC,in PIL?
What are people like Prashant Bhushan doing?
Or for that matter other activist NGOs which have wherewhithal to take up such issues with full force!
The farce needs to end once and for all.
