Kindly refer to our previous emails in matter of corruption complaints against Shri K.K.Sharma inre DMRC fare fixation.
It has now come out in public domain that whereas your hand-picked Chief Secretary Shri K.K.Sharma had signed the report of the Fare Fixation Committee for DMRC which recommended that DMRC fares be hiked to these alarming levels, press reports today say that Central (BJP) Govt's appointee to the Committee had then refused to sign the report on the ground that it was incomplete.
It is very curious that your Chief Secretary assented to DMRC's completely corrupt recommendation to hike fares massively and after bypassing the public consultation process, ie. without holding public hearing with affected stakeholders and commuters.
Since we both know that DMRC fares can be REDUCED by 300%, you must immediately explain why you are still retaining Shri K.K. Sharma, who was strongly indicted by Shunglu Committee after CommonWealth Games 2010, and also why AAP Govt. is not publicly repudiating these Fare Fixation recommendations.

Sub: COMPLAINT: Corruption of Shri K.K.Sharma (Chief Secy/GNCTD) in matter of DMRC fare fixation
We refer to our previous email dated Jun 27 2016 (appended inline), and our public cautions and complaints contained therein against GNCTD Chief Secretary Shri K.K. (Kewal Kumar) Sharma in the matter of fare fixation of Delhi Metro Rail Corpn. (DMRC). It is relevant to remind you that strangely Shri K.K.Sharma (a blue eyed boy of Smt. Shiela Dikshit) was also your hand-picked choice for Chief Secretary of Delhi in 2015 despite being indicted by Shunglu Committee for CommonWelth Games scams when he was Principal Secy in Delhi Govt.
We are therefore constrained to inform you that after our complaint the DMRC had arranged / financed a 6 day international vacation (cloaked as "study tour") for Shri K.K. Sharma to the fleshpots of the Far East like Hong Kong, Taipei and Singapore for the specific purpose of corrupting and compromising the senior-most Delhi Govt. officer Shri K.K.Sharma.As a result of your Chief Secretary's corruption by DMRC a HUGE increase in Delhi Metro Rail fares has been recommended by Shri K.K.Sharma on 8 Sept. 2016 . It is very strange and note-worthy that the 3 member fare fixation committee of which Shri K.K.Sharma is a member did not even conduct any public hearing before issuing its recommendations to raise the fares of Delhi Metro (unlike as was done in Mumbai last year for Ambani's metro rail there).It is relevant to mention that the previous Fare fixation Committee of 2009 (on which the GNCTD was similarly represented) had allowed the Ambani owned/controlled DAEMPL to operate at fares of Rs. 200 till Sept. 2015 whereas the present fare is Rs. 54, ie a 300% SCAM.The India Against Corruption people's movement therefore immediately seeks to know the position of the AAM AADMI SARKAR on increase on DMRC fares and what directions were given to your Chief Secretary for REDUCING the DMRC fares.

Please find attached an email trail between myself and Indian Institute of Architects (with attachments) concerning Mr. Satyendar Jain (now Transport Minister/GNCTD)
I am gratified to observe that Mr. Satyendar Kr. Jain seems to be capable of swift action if requred. I therefore hope that the both of you will take prompt action on the following 3 urgent issues concerning the Transport Dept/GNCTD1) Immediately shift Millenium Bus Depot from Yamuna Bank, close it and return the land to the river. Please do so without wasting time at behest of various touts and vested interests concerning this emotive issue.2) Personally oversee that GNCTD's representative on DMRC's 4th fare fixation committee (Mr. K.K. Sharma/CS-Delhi) ensures that DMRC fares are reduced by at least 1/3rd in the same way as was done in case of Airport Express Line. I must convey that I doubt that Mr. Sharma is seriously interested in safeguarding the interests of voters of Delhi against DMRC fare hikes. Infact all the information reaching me is that Mr. Sharma has been "fixed" to ensure a huge (and unwarranted) hike in DMRC fares. Already there are murmurs that the Aam Aadmi Party (which hiked salaries of its MLAs by 4 times immediately on coming to power) is least caring if DMRC fares are "merely doubled".I am sure that you are very well aware of the open loot which Central Govt (Ministry of Urban Development) is doing in DMRC for decades. For instance I was in a DMRC Blue Line train today, stranded between Rajiv Chowk and Dwarka, for over 3 hours only because of the sheer corruption in DMRC where sub-standard parts, poor safety and shoddy construction are the norm. Since you mostly have mediocre people in your Govt. I doubt if you/GNCTD can project such issues in DMRC (in which Delhi is 50% JV partner but where the shots are called by MoUD/BJP) to safeguard Delhi's interests in DMRC. I recall that Mr.K.K. Sharma was in the Ministry of Urban Development between 1991-1996 so also I doubt if he can be objective or neutral when it comes to filling MoUD's coffers.

It is very strange that DMRC's proposal for a 230% fare hike is not in public domain, that GNCTD has not shared it (say on Twitter) and that you / AAP cadres are silent on DMRC fare hike.3) Ensure that the Enforcement staff of Transport Dept take very strong action against transport vehicles, especially private buses, grameen sewa and e-rickshaws etc. which drive, park and obstruct in No-Entry roads or notified bus lanes. I again remind you that Delhi Traffic Police is unable to prosecute such offenders only because a) GNCTD's PWD is strangely avoiding putting permanent mandatory traffic signs on the notified "no-entry" road and streets, b) Your local MLAs and Councillors are giving "protection" to these habitual offenders.sincerely

Please find my response below:1) That the IIA evaded replying to my email dt. 11.May.2016 on this question until I circulated the issue of qualification of Mr. Jain to Chief Minister of Delhi and also membership of India Against Corruption vide my email dated 20 June 2016.
2) That a letter from CoA to IIA dated 27.April 2016 CA/5/Academic-IIA (PDF copy attached) implies that only Associate Members of IIA who passed AMIIA exams after 2002 are eligible to register as architects with CoA. Mr. Jain (as per his diverse electoral affidavits) apprently passed your AMIIA exams in either 1991 or 1992 (date unclear)3) That only architects registered with CoA are allowed to practice architecture. Between 1 Jan 2014 and 20 June 2016 Mr.Jain was shown as a "defaulter" on rolls of CoA. The current status is that he has thereafter very recently somehow regularised his enrollment with CoA, quite obviously subsequent to my complaint to Mr. Arvind Kejriwal (CM Delhi) dt. 20.June.2016. I carefully note that IIA has only replied to me (describing Mr. Jain as "Ar.") after Mr. Jain re-entered the CoA rolls.
NB : Screenshots from CoA website dt. 20-June-2016 and 27-June-2016 are attached for your reference.4) Given this background, I specifically seek to know from IIA the variations in associate membership status, if any, and exact dates of passing AMIIA exams for Mr. Satyendar Kr. Jain. Also, if Mr. Jain has ever been irregular or a defaulter (as he was with CoA) in his associate membership of IIA, the citizens/voters of Delhi are entitled to know each and every thing about it.I hope that you will reply to me very promptly and truthfully and without evasion since the equivalence of the AMIIA examination with those of, say, the regular B.Arch courses is subject to certain conditions as you well know.sincerelyNational Convenor
