[IAC#RG] Possible corruption in ECI in my pending RTI matter

I am informed from ECI website that you are First Appellate Authority for RTI matters. hence this email.

I refer to RTI requests filed by myself to your Commission which despite being duly registered and numbered on DoPT's RTIONLINE filing system are not being attended to by your Commission. Even my First Appeal was not being attended until I protested.

In these circumstances I am giving you clear advance notice and caution that you should dispose, well in time, my pending First Appeal No. ECOMM/A/2018/60085 against my non-replied RTI request no. ECOMM/R/2017/51864 dated 28/12/2017.

Considering the considerable delay in disposing my RTI request and seeing that the prescribed time period of 30 days to provide me requested information is long expired I am entitled to receive information free of cost.

I also give you clear notice that if you now direct transfer of my RTI request to any other public authority, (eg. to Shri Mukul Gupta, Sr. Advocate and Secretary of RTI Department of All India Congress Committee, Off: 24 Akbar Road, New Delhi 110011) in whole or part, you will kindly also direct the transferee, under your Commission's statutory and all inherent powers, that the requested information is to be provided to me immediately and free of cost.

I am given to understand that the main national political parties of India are public authority under RTI Act 2005 but they are not disclosing their CPIOs, CAPIOs and First Appellate officers to the citizens of India and are refusing to accept the Rs. 10 application fees for filing RTI request to them.

I am given to understand that Honble CIC has found 6 national political parties are public authority under RTI Act and directed INC/AICC and 5 other political parties to appoint CPIOs and set up requisite RTI infrastructure.

I am very concerned to learn that Shri Rahul Gandhi MP was recently appointed President of INC/AICC only after deceitful portrayals of him in the media (incl. social media) as being a Janeudhari Brahmin caste Hindu, a Shiv Bhakt and a descendant of Lord Parsurama. Please see newspaper reports, eg. Shiva Bhakt Rahul Gandhi is descendant of Lord Parashurama Controversial poster appear in Amethi in Financial Express online edition dated 15.Dec.2017.

Previously also in about 14 April 2012 Shri Gandhi MP had self declared himself in the media to be a Brahmin and also general secretary of Congress Party. As an expert in Hindu religion, I am curious to know how the offspring of purportedly nonHindu origin parents can claim to be caste Hindu, especially a Brahmin caste which is traditionally the highest of all Hindu castes, and I believe religious fraud is practiced on electors.

I am also concerned to learn from media that real name of Shri Rahul Gandhi, President of INC/AICC is actually one Raul Da Vinci, or suchlike and his educational degrees are fake. see news report in India Today online Feb 19, 2014.

Accordingly, I am caused to seek, in the larger pubic interest and concerning a public activity of democracy process and elections, the following information about Indian National Congress INC/AICC national party and its President.

a) If it is true that Shri Rahul Gandhi was General Secretary of the INC party on 14.April 2012.

b) If it is true that Shri Rahul Gandhi was a Brahmin on 14.April 2012.

c) Provide me copies of all the supporting documents on basis of which these above claims / statements were made by Shri Rahul Gandhi. In the alternative, the rejoinder, if any, to the newspapers concerned about their reportage and its veracity.

d) Provide me the extract(s) from audited Account Books of INC party to show that Shri Rahul Gandhi (senior office bearer of INC Party) has  been always timely in depositing 1% of his annual income as required under  the published Rules/Regulations of the Indian National Congress Party.

e) If it is true that Shri Rahul Gandhi was President of the INC party on 15.Dec. 2017.

f) If it is true that Shri Rahul Gandhi was a JaneuDhari Brahmin on 15. Dec.2017

g) Information establishing that Shri Rahul Gandhi is a descendant of Lord Parashurama

h) A copy of Mr. Rahul Gandhi,s M.Phil degree from Trinity College UK

By the same logic the tearing down of the communist built Berlin Wall and reunification of Germany was a terrorist/separtist action by fascist West German forces.

The question to be answered is why do we have memorials of anybody in the first place. Today every third public buiding in Delhi is named after either Indira Gandhi or Rajiv Gandhi. There is even a 300 bed "Sanjay Gandhi Memorial Hospital" exclusively for Scheduled Castes in Delhi despite that Sanjay Gandhi was never in an official or elected position and was a notorious hoodlum.

The answer to this question is the statues and memorials are erected because all these aforesaid persons are not Hindus. A true Hindu does not erect statues of people to be worshipped. A true Hindu would never worship or visit a temple with idols especially one with human images. All these statues are erected solely to perpetuate cults, like Sai Baba cult, Gandhi cult, Vivekananda cult, Lenin cult, Mao cult, Ambedkar cult etc. All such kind of cults erected and controlled by non-Hindus, idol worshippers and unbelievers should be denounced and their temples demolished so that we can achieve our mission of AKHAND HINDUSTAN.

[IAC#RG] Latest PUBLIC DEBT MANAGEMENT REPORT

"3.3 The cash position of the Government during Q2 of FY17-18 was  tight and  the Government had to resort to W & M Advances from RBI on many occasions. ...."

Decoded : The Govt has no money to bailout even a single bank like PNB, SBI, CanBank,UCO, IoB, BoB against Bank depositors demanding their money back.


"the government has come out with a Rs. 2.12 lakh crore recapitalisation plan and has already taken nod of Parliament to pump in Rs. 80,000 crore through recapitalisation bonds in the current fiscal ending March, 2018"

Decoded: Because the Govt. has no money to bailouit even a single bank, the DEA (Dept of Economic Affairs) will direct printing Rs. 80,000 crores of bonds which will be purchased by the same PSU banks which are being bailed out.

Decoded: Well managed bank managements are no longer willing to buy RBI / GoI sovereign bonds which are being sold overseas as "junk bonds" for which Modi now travels to Davos as RBI's supersaleman. 8 years back our Banks held 60% of GoI securities.

Every "True" Hindu shares your sentiments. Religion and all aspects of it are personal matters and any attempts by lumpens to impose their prejudices should be exposed and firmly opposed.

To clarify,

Our only desire in this public conversation with Annaji's office is to point out the absurdity whereby a HALAL BEEF EXPORTER approached Annaji at Ralegan Siddhi in 2016 claiming to be his follower / volunteer from IAC 2012 days and Annaji appointed him as Ad-hoc Chairman for his anti-corruption andolan and asked him to add volunteers to BVJAN under the code of conduct drafted for Jan Tantra Morcha (ie. affiidavit .rejecting political options etc.)

It is for Annaji to explain how he, who professes to a strict vegetarian and proponent of ahimsa, associates with beef exporters for his andolan, in the same manner his guru Ms. Kiran Bedi has previously explained her funding by diamond exporters..

It is for Annaji to recall that IAC was very kind to him on 5 March 2011 and did not pursue his prosecution that day for his anti-national activity in Delhi which IAC Co-Convenor Veeresh Malik had recorded in high detail and sent to me for my opinion.

Incidentally Veereshji (who knows Anna since decades) has clearly exposed the reciprocal links between diamond exporters and beef exporters for setting off in HAWALA. So IAC is not against lawful consumption of beef or diamonds, we are against the illegal aspects of these businesses.

I am sure that you know that George Soros views and publishes J&K to be a separate independent country, which presently makes it impossible for IAC to associate with Transparency International in any way.

Lokpal panel to pick eminent jurist on Mar 1

New Delhi: The prime agenda of the upcoming meeting of the Lokpal selection committee on March 1 shall be to finalise the 'eminent jurist' member on the panel.

As per Lokpal and Lokayuktas Act, 2013, an eminent jurist is to be appointed to the selection committee on the recommendation of other members of the panel — the PM, Lok Sabha Speaker, leader of the opposition in the Lok Sabha and the Chief Justice of India. With there being no leader of opposition in the current Lok Sabha due to inadequate numbers of the principal opposition party, Congress, and the Lokpal Act yet to be amended to include leader of the single largest opposition party in the selection committee, the government has decided to call leader of the Congress in Lok Sabha Mallikarjun Kharge as a special invitee to the meeting.

"While the current Act does not mandate representation of the largest opposition party in the selection committee, the government has decided to especially invite Kharge in the true spirit of democracy," a government functionary told TOI.

The meeting will be attended by PM Narendra Modi, Lok Sabha Speaker Sumitra Mahajan and CJI Dipak Misra, with Kharge and minister of state for Prime Minister's Office (PMO) Jitendra Singh as special invitees.

Once the jurist is appointed to the Lokpal selection committee, the government plans to call another meeting of the full panel for authorising a search committee to prepare a panel of names to be considered for appointment as chairperson and members of the anti-graft ombudsman.

"The process can get underway even as the government seeks Parliament's approval to amend the Lokpal & Lokayuktas Act," said an official. A source said the Lokpal selection committee will on March 1 also discuss the "flaw" in the Act relating to silence on term of the eminent jurist that has been appointed.

"This effectively means he/she can continue in office indefinitely. There is a thinking in the government favouring capping of the jurist's term at three years," said a government functionary. The functionary said the selection panel will take a call on whether the ambiguity on the eminent jurist's term should remain or the length of his/her tenure clearly defined

3) All persons who were brought into Lokpal andolan by BJP leaders, now Governors or Ministers, like Madam Kiran Bedi or Gen V.K.Singh, must be immediately removed from any position of responsibility in your andolan.

4) A proper and independent website must be opened for your kisan andolan / BVJAN. You must place the full audited accounts till FY 2017 on this website. It is strange that after Shri Suresh Pathareji left you no accounts appear to have been prepared since 2011 for BVJAN, and you and other trustees were functioining on basis of stay order/s from Charity Commissioner Pune after the suspension of the BVJAN trust in 2016. The INDIA AGAINST CORRUPTION will not tolerate misuse of our BRAND IAC  name again as was done in 2011-12.

5) Please personally direct that no money or donations are collected in your name or by using your image which are not properly receipted and audited. You are aware that a Criminal Writ Petition is pending in Supreme Court since 2011 which is being regularly heard even today for your accounts.

6) You must issue clear and proper apology for the 2013 Jan Tantra Morcha failed experiment in which while many innocent persons were duped but by which Gen VK Singh became a BJP Minister and Ms. Kiran Bedi a Lt.Governor.

7) You must issue clear and proper acknowledgment for the 2012 ANNA SMS Card failed experiment in which persons close to you made crores of rupees and enabled  the entire database of India Against Corruption's 12 million subscribers was given to BJP.
