While growing up I always read,heard,taught that India is secular state and peace loving country and I believed that more when I joined Army where we all lived together without any communal feelings at all and we all were so happy ,just knew one thing that is country comes first and we all will fight for our country,now where are things going wrong.

DEMANDING JUSTICE IN THE MATTER OF LYNCHING OF PEHLU KHAN AT BEHROR, ALWAR

As you are aware that 55 year old Pehlu Khan a dairy farmer from Nuh, Mewat district in Haryana was lynched by a group of so called Gaurkashaks on NH 8 at Behror, Rajasthan, when he was returning with four others including 2 sons in 2 pick up trucks, after buying a few cows (along with the documents) from the fair in Hatwara, near Jaipur city. At about 6.30pm on the 1^st of April, their vehicles were stopped and they were pulled out of their vehicles and beaten up brutally by a mob and later Pehlu Khan succumbed to his injuries on the 3^rd of April at Kailash hospital in Behror. Azmat who was critically injured was harassed by the police in the name of investigations, that he too was not given proper treatment and even today he remains seriously sick and in a state of trauma.

Pehlu khan a dairy farmer was charged by the police of trafficking cows that day and the police booked all 5 of them under section 5 and 8 of the Rajasthan Bovine law. They were allowed to go home after the death of Pehlu Khan. Pehlu Khan's FIR was also lodged, despite the fact that the crime was so serious they were booked under simple bailable sections, except for sec 308 of the IPC, abetment to homicide, not attempt to murder, however, after the death of Pehlu Khan was converted to sec 302 of the IPC.

To date only five people have been arrested. But not the six who were named in the FIRs. They are being completely protected by the police. We are told that the main accused are not being arrested as they are a part of the Bajrang Dal, VHP and RSS and are professionals and work as either college teachers, nurses and two are also student leaders it is imperative that they be arrested.

We were also informed that in order to put pressure on the family of Pehlu Khan, the Haryana police has made Irshad the son of Pehlu Khan an accused in a 2011 case of trafficking of cows, police station Tauru in Mewat.

The Rajasthan Chief Minister has not cared to open her mouth on this serious crime in the State. Eighteen days have passed. Initially it was the election campaign period of the Dholpur bypoll and that speaking on this issue maybe politically incorrect for her, we were told. But now that the by polls have been won despite the lynching and death of Pehlu Khan, it does not matter anymore as such issues in no way affects their image with their supporters instead helps them polarise and consolidate the "Hindu" vote even more.

The State Home Minister who spoke to the media soon after the death of Pehlu Khan, instead of assuring the public that fair investigation would happen and the Gau Rakshaks would be behind bars, glorified the Gau Rakshaks and said that they have done a good job except that they should not have been so brutal with Pehlu Khan and not taken the law in their hands.

Groups in Alwar and Jaipur have been protesting from day one. Meetings have happened with the Police SP in Alwar, the DG police and the Chief Secretary. On the 10^th and the 17^th public protests were also organized and memorandum presented to the CMO, as the CM was not there on both days. Some members of the family of Pehlu Khan came to Jaipur on the 17^th of April with the hope of meeting the CM and sharing their side of the story, which they felt the police had not given them a fair chance, but were disappointed.

The lynching of Pehlu Khan is not the first case in Rajasthan. In Bharloki, Khimsar Tehsil, Nagaur, Abdul Gaffar Qureshi was lynched on the 30^th of May, which led to his death, following rumours of Muslim have consumed beef after slaughtering cows, when it was completely wrong as the evidence showed. Similarly, in Rajsamand in October 2016, the Banjaras were beaten up in Rajasamand, despite having all the required documents by Gauakshaks, then it took several public protests to get them arrested. Similarly, Hotel Hayat Rabbani was shut down on 19^th March, following a conspiracy between the police, the Nagar Nigam at the Mayoral level and the gau rakshaks, led by a Kamal didi, where they spread a rumour that the hotel staff had fed the cow beef. The Hotel remains shut even today.

In this context several groups in Rajasthan have decided that till national pressure is not brought on the Vasundhara Raje Government, Pehlu Khan will not get justice. That is why the three day Dharna has been planned outside the Vidhan Sabha from the 24^th to 26^th of April. It is important that the 200 legislators discuss this issue and the Government give a reply to our demands.

Apart from the arrest of the attackers the demands consisted of the following"

· End all vigilantism in the name of a Cow now.

· SHO Behor Police Station, be suspended with immediate effect and the SP of Alwar be removed. There was a failure of due diligence.

· Home Minister Gulab Chand Kataria , should resign on moral and ethical grounds for openly glorifying and lauding the criminals.

· Azmat Khan be shifted to a good hospital in the vicinity in Gurgaon.

· Rs. One Crore be compensated to nearest kin of Pehlu Khan

· All the injured be provided with Rs. 25 lakh for rehabilitation and recovery.

· All FIRs against Pehlu Khan and his family members and fellow travellers be closed.

· A single window access to all documents required when transporting cows from one state to another.

· Hotel Hyatt Rabbani should be reopened immediately.

In a setback to the Kejriwal dispensation, Lt Governor Anil Baijal has
directed that Rs 97 crore be recoverd from AAP that was allegedly
"splurged" by the city government on advertisements in violation of
the Supreme Court guidelines.

The AAP will have to reimburse the money within a month. The move
comes months after a Centre-appointed three-member committee indicted
the AAP government for "misusing" exchequer money on advertisements.

Sources told PTI that out of Rs 97 crore incurred on advertisements,
government has so far paid Rs 42 crore to ad agencies and the LG has
directed Chief Secretary M M Kutty to get the amount reimbursed from
the AAP. The rest Rs 55 crore, which is yet to be paid by the Kejriwal
government, would be given by Aam Aadmi Party to the ad agencies,
according to the the LG's directions.

Last year, the three-member committee, headed by former Chief Election
Commissioner B B Tandon, had been constituted by the I&B ministry on
directions of the Supreme Court to address issues related to Content
Regulation in Government Advertising.

The story

One Kamal didi ( she signs as Kamal didi too) of the Rashtriya Mahila Gau Rakshak Sewa Mandal was trying to catch stray cows with the help of the nagar nigam to take them to the Gau shalas, when Qasim a cleaner boy from Rabbani Hotel came to throw garbage in an empty plot near the dustbin on Kanti Chandra road. All the hoteliers and other private residents throw garbage there. Some of the stray cows who were hanging out near the kachra, (The stray cow population of the city is always hovering near dustbins, as they are very hungry) immediately went for the freshly thrown bags, which had food waste along with some chicken / mutton bones.

Kamal Didi immediately started thrashing Qasim that he was trying to pollute the cows with beef and dragged and him and brought him to the hotel, with 15 other of her followers. Very Soon more than a hundred people joined them later, all wanting Rabbani to come out. The police was called that beef was being Cooked and served in this hotel. The police and the media came together. The Gau Rakshaks are always with the media. When they could not find Rabbani, they picked up Wasim the receptionist and the cleaner and booked them under section 151 CrPC and arrested them. At the hotel they found brouchres on the activities of the SIO (the Jamaat Student wing), writings of Maulana Wahauddin and the communal HARMONY campaign literature of JAmait ISlami hind , so the police reached the JAmaat office asking for Naeem Rabbani. When they learnt that he was not there, they went to his house and as said by filmstar Ajeet's in his famous dialogue "uski ma, behen ko utha lao", they picked up the brother in law Abdul Rehamn, who had nothing to do with the hotel. Which is when people got in touch with me.

I rushed to the Sindhi camp police station, the police let the brother in law go, it was only on our way out that we learnt that they had picked up two others of the hotel, after dropping Abdul Rehman safely to his relatives, we went back to the police station to meet the other two and get them out. But the police told us that they had been booked and arrested. They would be produced in front of a magistrate and restrained.

What is interesting is that the protest over the hoax cry that beef was being cooked, resulted in police taking the meat samples and also the Jaipur Municipal corporation sealing the hotel. They got all the guests out and sealed it. What is sad is that Hyatt Rabbani has been getting awards regularly from the hoteliers association for good service among the other things. Now the hotel is closed. Rabbani is being asked to show up in the morning and will also be restrained under sec 151, Cr PC.

The Muslim community leadership is in a state of shock as to how could the police come under pressure and book Rabbani and pick up his staff over just an allegation of beef being cooked and served when it was all false. They are very upset. The electronic media, has kind of declared that the meat samples were of suspicious nature. Did not seem mutton or chicken.

So even before Yogi Adityanath takes over as UP CM, the rest of their lot are so emboldened that they take no time in declaring a Muslim who runs a hotel as committing blasphemy. Some were also sure that this was done by the next door hotelier who was threatened by their booming business. The ward councillor Nirmala Sharma was also there. Who was directing the JMC staff to seal the hotel. While this was being done, the crowds were shouting Jai Shree Ram. Infact, Jai Shree Ram and other slogans were constantly being raised in the drama which lasted 4 and a half hour. From 6pm to 10.30pm

Qasim and Wasim are spending the night in the police station, Hopefully should be released tomorrow. Rabbani not knowing what has hit him, he was just working hard and doing business, is now preparing to face the police. His friends and other members of the Muslim community kept saying that all over Jaipur people are throwing garbage as there are not even garbage bins, why take action against us only. When I told this to a senior police official he said we only act somebody complains.

This is not the first beef related case in Rajasthan. On 30th May 2015 in village Birloka, Khimsar Tehsil, Nagaur District 60-year-old Abdul Ghaffar Qureshi was lynched by a mob for no fault of his. Simply because a rumour spread that Muslims had killed more than 200 cows for a feast and pictures of the carcasses started circulating on social media. Young men in thousands gathered in the fields of Kumhari village wherethe carcasses were lying as the municipality contractor had rented the field to dispose of a cattle carcass, as a routine municipal exercise, hate speeches and protests took off all over and before one knew Abdul Ghaffar Quereshi who had nothing to do with the incident was beaten with iron rods and killed in the market place, despite some of his Hindu neighbours trying to help him. The hate speech had provoked the neighbourhood to just kill the man as there wanted him out of the village.

The PUCL condemns this attack by the police and Kamal Didi who have maligned the name of Naeem Rabbani and appeals to the Police Commissioner Jaipur, Sanjay Agarwal to stop this attack on the hotelier and his business. The DCP west and the local police need to be charge sheeted for acting against Rabbani under pressure of the Gau Rakshaks and the ward Councillor. Also the JMC who sealed the hotel for no reason under pressure from the ward counciloorw
