Re: [IAC#RG] Dear Arvind : Letter 1 of many to come

Dear Sureshan

I am going to be very direct on this issue.

A) Linkages of SKC (or SBP) with our friend Sanjeev.
B) Linkages of  SBP and other movements
have to be properly clarified.

We were in the process of this last year in April when the exercise had to be called off and the NBT disbanded. At that time the exercise was probably too premature, but now the dimensions and ground realities are far far clearer and make a common platform achievable .

But on specifics, we observe that your party's 63 page manifesto is incomprehensible, a wish bag of impractical bombastic cliches, and inherently incompatible at many places with IAC's own 3 page manifesto.

AAP has NOT done any 50% reduction in tariff.

It seems that they have enhanced the existing subsidy to consumers upto 400 units to effectively lower tariffs by 38% as compared to the normal rate for unsubsidised consumers in those already reduced slabs.

This is like the subsidy which is given on domestic LPG gas cylinders upto 6 or 9 cylinders per year. It is also not clear if the subsidy will be given to the DISCOMS or directly to the consumers under DBT.

If you read the fine print, AAP proposes that this subsidy will be ADJUSTED against the outstanding dues of DISCOMS to the Delhi Govt. These dues are for UNPAID and disputed electricity bills for power which DISCOMS have taken from PPL (Pragati Power Ltd.) and DTL (Transco) because the DISCOMS claim to be cash strapped.

If I may put it very simply, AAP is WRITING OFF DUES which the PRIVATE Discoms owe to 100% Govt bodies (ie. citizens). It is like Robert Vadra allowing Kingfisher Airlines to keep flying by waiving landing fees at Airports. Govt Co.s like DTL and PPL will be forced into sickness and be snapped up by Tata and Reliance to make a bigger monopoly.

As somebody who knows Arvind for a very long time, I can tell you that he is doing this because he is a corrupt tout and is being very well paid for it.

Now, let me explain this 50% scam with the help of the LPG gas example. The open market price of LPG (in Delhi) is Rs.49.68p per kg. [http://www.iac.org.in/view_prices.php] so a 14.2 LPG cylinder should be Rs. 700 per cylinder in the open market or if a consumer could fill his LPG cylinder from a car filling station.

Now due to the subsidy distortions some now people get cylinders at Rs. 400.and others at Rs.1,000. This creates a huge BLACK MARKET which is being manipulated by benaamis using FAKE AADHAR nos. Politicians of all parties have been co-opted into this AADHAR and DBT linked scam and are looting the nation through subsidies. AAP is no different.

Finally let me also inform IAC members that the BHUSHAN family are the regular counsels for a large number of these private power players. Increasing subsidy will only increase consumption of power. Extra power will have to be purchased at high peak rates. This power will be purchased from Bhushan clients at exorbitant prices. The Discom's turnovers will increase and they get 16% tax free return on that
guaranteed.  A neat circle.

And here is a reminder of yet another example of insider-ism,
Prashant Bhushan usually files his PILs (such as Coalgate) through Common Cause where he is a Governing Council member.
[http://www.commoncause.in/governing-council.php]. Another prominent lawyer on the council is J.Sagar of J.Sagar Associates Law firm. This firm is the regular counsel for the Delhi's Discoms for as long as I can remember. So let me tell you that Arvind is only a puppet of the Bhushans and the actual game is still being played for Tata and Reliance by them. Anyone who has read Bhushanji's ghost written book
"Reliance the real Natwar", carefully, knows who is batting for whom.

NB: Let us hear even 1 party say that they will abolish all such subsidies, abolish Aadhar and abolish DBT, and IAC will support such a party or parties even if that party is AAP.

Dear Mr Roy,

i wish you the very best for the New Year-2014.

One acclaims the wisdom, logic and excellence with which you clarify the issue of subsidies. It clearly shows how the subject is literally manipulated, as if all is hunky dory. And leaves a taste among the masses (where yours truly belongs)  that, much more will follow; not only in Delhi State but in many other States, in the months ahead!

A query Sire:
Can one quote you and share your reasoned thought with my friends, further afield and through an email, or two?

i await your good response, at your convenience.

With best wishes.

Re: [IAC#RG] Dear Arvind : Letter 1 of many to come

Any one can get on with populist measures: all politocal parties have, for long, been resorting to the trick of picking low lying(vote-catching)fruit. No big deal. It never was. Never will be. In a highly complex socio-eco-political scenario institutional development(innovatively)/speedy sustainable growth with employment, keeping alround peace would test the mettle of any set-up. And with full transparency and holistic honesty on part of all public servants. No rocket science either. Delhi is replete with extraordinry brilliance. The politicos/executives are absolutely no match to the civil society's overall competence. How does one balance the budget w/o taking a begging bowl before Union Govt; and w/o figuring out lame duck excuses for non-fulfilment of promises wrt imp programmes/projects etc. Is it any way difficult to unilateraly reduce tariff in any public service/product? Who care for repercussions? And why till vote-bank populist politics could be played with finesse? Our naive masses, including most members, uninitiated in the art/science of ticklish governance, are easily trapped into believing that some Himalayan task has been accomplished by reduction of tariffs/abolition of beakon lights. Symbolism seems to easily capture people's imagination that likes something "different" than routine.Media hype adds to the buzz of "promise-fulfilment". Just wait for the time when Shinglu Committe's recommendations, indicting past regime' bigwigs are taken for implementation. Or,will the new politicos on opponent's oxy support, quiietly avoid biting the bullet? How about action against bureaucrats/politicos reportedly diehard dishonest? Its on that that plank alone the agitation found its life-support? Isn't it? Why isn't the media reminding the rookies to take up the daring tasks? No new Lokayukta is required to at least initiate the orocess of fact-finding. Where are the skeltons ready to tumble out of the cupboard? Wasn't there shrill announcement from rooftop about massive prevelance of such hidden scams/malpractices/irregularities? Watch for this space as days roll by. WHEN WILL THE SOLDIERS GET JUSTICE?

Hon'ble Prime Minister of India,

1. We, the defence veterans have taken up numerous cases of injustice to the defence personnel, with you RM and other functionaries of the Govt with little or no positive outcome. Such an apathetic attitude towards the soldiers by the Government is not understood? A few instances of injustice:-

(a)                   Supreme Court Judgments have either not been implemented or have not been implemented in letter and spirit of the court in the cases of:-

(i)      Disability pensions

(ii) Payment of arrears with effect from 01-01-2006 instead of  24 Sep 2012

(iii) Non implementation of judgment in Rank Pay Case

(iv) Non-reimbursement of Hospital charges on authorised ECHS   rates for medical treatment abroad,.
(b)  Over 3000 cases decided in favour of defence personnel by AFTs have not been implemented; on the contrary, all these judgments have been contested in Supreme Court by the MoD to delay justice. Mr. Prime Minister, imagine the plight of a widow of a Sepoy, living in a far flung rural area who had won the case from the AFT and MoD files SLP in SC. How is she going to find the resources to fight her case in the SC?
AFTs were created for speedy justice at economical cost to the Defence personnel. The way MoD has proceeded with the AFT's judgments, has not only delayed the justice but also made it near impossible for the defence personnel to fight these cases in the SC.AFTs have not been given civil contempt powers to get their judgments implemented while these powers are available with the CATs. What a travesty of justice?

(c)          A sepoy who is being compulsorily retired after 15/17 years of service is being denied the benefit of three career progressions guaranteed by the 6th CPC. While civilian Govt employees serve till 60 years of age and get the benefits of all three promotions, why has the same been denied to a sepoy? Our representation that a sepoy who is being compulsorily retired at 15/17 years of service must get the benefit of three promotions by granting him pension of a Nb Sub of 15/17 year service has not yet been accepted.

(d) A defence widow gets Rs 3500 per month (minimum pension). The minimum wage of an unskilled labourer in Delhi is Rs 8300 per month. Our request to enhance the minimum pension of a defence widow to Rs 10000 per month has not yet been accepted.

(e)        You are aware that defence personnel die earlier than their civilian counterparts. This had been revealed by a study carried out during the 5th CPC. The study revealed that while the age expectancy of the civilian employees is 77-78 years that of the defence personnel is as under:-
(i)    Other Ranks-59.6 to 64 years.
(ii)   JCOs-67 years.
(iii)  Officers-72.5 years.
This serious issue was raised in the Parliament and the then RM Mr. Pranab Mukherjee had stated, that this matter would be attended to on priority. Over 8 years have passed, no tangible measures have been initiated to address this serious issue of National Security.

(f)   While the pensions of all other ranks were enhanced with effect from24 Sep 2012 to redress the anomaly of 6th CPC, the JCOs ranks have not been granted the enhancement. Our request to enhance their pensions proportionately has not been accepted.
(g)          Majors with 13 years' service and above who retired prior to 2004 have been denied the benefit of the rank of Lt Col ie (pension in PB-4 Band). The Govt policy to grant Lt Col rank with 13 years of service was made applicable with effect from 2004.To meet the ends of justice, all Majors who retired prior to 2004 with 13 years of commissioned service (this number being finite) should have been granted the benefit of pension of Lt Col. Our strong plea in this regard has not been accepted.

(h)           Defence personnel who get disability during service are medically Boarded out with no/limited disability pension, while a disabled civilian employee is kept in the service till the age of 60 years and also given his three authorised promotions. Our request to give assured alternate Govt job till the age of 60 years to the disabled soldiers who cannot be retained on active military service along with three promotions and pension thereafter, has not yet been accepted.

(j) Our legitimate demand of assured second career to the defence personnel till the age of 60 years through an Act of Parliament has not yet been accepted.

(k)          Non Functional Upgrade (NFU) granted to civilian employees has been denied to defence personnel thereby putting them at disadvantage vis-a-vis their civilian counterparts. Our request to grant the same to def personnel has not been accepted.

(l) One Rank One Pension (OROP), inspite of strong recommendations by various Parliamentary Committees and petition Committee of Rajya Sabha, has not yet been granted.

(m) Prior to 2006, the gap of pay between Major General and Lt General was only Rs 1400 per month and consequently the gap in pension was only Rs 700.Consequent to creation of HAG and HAG+ for Lt Gen and above, the gap in pension is more than Rs 8000 even after the increase wef 24 Sep 2012.The Govt has overlooked the 6th CPC recommendation, where in, all the Govt employees with basic pay of Rs 20000 and above were to be clubbed in the same One Pay Band. All Major Gens retire at Basic Pay of Rs 22400 and above while the Lt Gen retired above Rs 23500 basic. Non-inclusion of Major Generals in HAG has caused this unacceptable gap which is a grave injustice and needs to be corrected immediately.

(n) The fact that contempt notice has been issued by the SC to 4 senior functionaries of MoD for non-implementation of SC judgment in Rank Pay case reveals the magnitude of injustice to the defence personnel.

(o)           Despite losing the case in CAT/AFT, HC or SC, the MoD, a review petition has been filed by the MoD in SC denying arrear of enhancement of pension wef 01-01-2006 instead of 24 -09-2012.Why this review petition to deny the benefit to its employee, is not understood and is a grave injustice.

(p) Civilian Employees are provided medical treatment under CGHS Scheme while the ESM are covered under ECHS. The provision of budget for CGHS is being calculated (for 2013-2014) at rate
Rs 10,700 per beneficiary while for ECHS, it has been budgeted at Rs 3,150 per beneficiary resulting in super-speciality hospital not offering themselves for ECHS empanelment. And those that got empanelled, over 80% have withdrawn from the empanelment for non payment of their bills and also due to inadequate rates for various procedures. This is resulting in unsatisfactory or poor medical care/ treatment of ESM. The latest and technically advanced procedures have not been included in the ECHS procedures. Our request to include all procedures which have been introduced in the country for six months in the ECHS procedures list to make available the latest treatment to defence veterans has not yet been accepted. The budget must also be enhanced and must not be less than the CGHS rates for the year. Our request in this regard has not yet been accepted.

3. Mr Prime Minister, the list of injustices is endless. Our letters addressed to you and RM are not being put up to you for your and the RM's personal intervention but are forwarded by lower functionary of PMO/ RM office to the department of MoD for action and information to us. Our numerous requests that letters addressed by name to the PM and RM must be seen by them and their reply must have the approval of PM/RM have gone unactioned. It seems that none of our letters on the above issues have been seen by you, leave alone taking any positive action.
4.    You are requested to grant us a meeting for an hour to our delegation of 5 Ex-Servicemen at your convenient date and time to enable us to brief you in person so that positive measures can be initiated by the Govt under your directions to redress all the above issue.

RE: [IAC#RG] Dear Arvind : Letter 1 of many to come

1/1/14
Dear Mr. S. Roy
Happy New year 2014.
I just happened to chance upon the enclosed post while sorting out the old unread msgs in the box.
During the last 8 months lot of water has flown under the bridge.
The matter of electicity tariffs has again come into focus after announcement of 50% reduction by AAPGovt.
What is IAC,s take on this now?

Dear Arvind

[copy: to Secretary DERC for information in ongoing electricity tariff and true up matters.]

A few of your seniors from IIT have asked on a public forum if IAC can cooperate with AAP? My reply can be accessed here.
http://groups.yahoo.com/group/nbteamindia/message/76

A message just flashed by on my PC saying that you have called off your 15 day electricity protest. I am not surprised.

http://indiatoday.intoday.in/story/kejriwals-party-cancels-protest-after-phone-call-from-sheila-dikshit/1/268146.html

As your well wisher, and as a resident of Delhi who is directly affected by electricity tariffs - unlike you who stay in Uttar Pradesh, I say please don't make the same old mistake of blindly trusting the Congress whenever you are on the ropes and need a face saving exit for your masochistic exhibitionism.

The news report says you are calling off your protest only on the basis of a telephone call Shiela (!) had with one of your aides. What is wrong with you? Are you fit to be President of a political party in which Shri Shanti Bhushanji has invested so much of his money and staked his personal reputation ?

I hope you insist that each and every one of those 1.05 million replies you claim to have from the people of Delhi (which, knowing you, I greatly doubt exist) shall be properly diarised and filed for future reference and action.

To aid you, I shall certainly file an RTI seeking to know the diary nos. of all those persons who I suspect to be consumers of stolen electricity which you and your political associates supply (in "black").

Actually, if you had any honest intentions, you would file those 1 million letters directly to the DERC, so that the DISCOMs could be directed by Mr Sudhakar take the appropriate action to curtail this 'bijli theft' by your clients.

Otherwise please sell the letters as 'raddi' (waste paper), at least you can raise some party funds in that way.

With best wishes

Sarbajit
