After so many missed dates and deadlines, let us hope that Chief Minister Manohar Parrikar finally keeps to his assurance made in the recent session of the Goa Legislative Assembly that the Casino Policy would be announced by 31st August.
While as the Leader of the Opposition Manohar Parrikar had vociferously branded Casinos as a "social evil" and had called them "dens of vice". While spearheading that agitation against Casinos, Manohar Parrikar had vowed to make sure that all Casinos were thrown out of Goa if the BJP came to power. But in a dramatic U turn in March 2012 after usurping power, the BJP has gone all out to promote, shield and increase the number of Casinos in the name of promoting Tourism. Goa has been always a known tourist destination without being converted into a Las Vegas. Due to lack of vision and sheer greed of those in power, Goa's Tourism industry is today in shambles and dire straits with quality and high-end Tourists keeping away from venturing into what was once the Paradise of the East.
Manohar Parrikar while branding the revenue from Casinos as "bad" money had declared in the Goa Legislative Assembly that the revenue from Casinos would be kept in a separate account and utilized only on homes for the aged and those suffering from Alzheimer's. On that revenue earned by the government from Casinos, Manohar Parrikar had firmly stated "We don't want to use that money to buy computers for students. We don't need that money in the budget". Addressing the Goa Legislative Assembly on 7th August 2012, Chief Minister Manohar Parrikar had also categorically and confidently stated that he did not require the revenue from Casinos for Goa's developmental works.
On 10th October 2013 Chief Minister Manohar Parrikar had assured the Goa Legislative Assembly that all the Casinos would be removed out of the River Mandovi by September 2015. in the River Mandovi. Does the government have to be told the definition of off shore?
Ironically the RSS which sets and gears the agenda for the BJP is known to be against gambling but their now convenient silence on Casinos is deafening. The BJP has fallen in passionate love with the Casino brigade who are now getting the government's abundant patronage and overwhelming support. For the dismal number of jobs created for Goans by Casinos, the overall damage that is being inflicted to the State is irreversible. While the BJP is feasting and making merry with the abundant moolah flowing from the Casinos, Goa has sadly become the country's gambling hub with the allied vices of Prostitution and the Narcotics trade also flourishing by the day while the Crime rate is on a steep rise.

Panaji's first multi-level car park which was inaugurated amidst much fanfare on 31st October 2016 by Manohar Parrikar as Defence Minister is idling for almost two years. The foundation of that project with an estimated cost of 21 crores was laid on 24th October 2012 by Chief Minister Manohar Parrikar and after missing many deadlines was finally completed at an official figure of a whopping 35 crores. While it now remains as a white elephant it is an unpardonable criminal waste of public funds. Those who planned this much needed utility but at a very wrong location must be brought to book and punished for having carelessly and possibly very intentionally burdened the tax payer.
It's high time this abandoned Car park is put to some alternative use. Perhaps converted into a Animal shelter to house those hordes of straying cattle and dogs which will at least make Panaji safer for all. It would also be a right step towards making Goa's capital a Smart City.

Let us today vow to work towards ensuring that in 2019 we will see a truly Independent India. The Lok Sabha Elections next year will be our final opportunity to politically trash the BJP and restore our country's Secular outlook that the founding Fathers of the Constitution had so dedicatedly toiled for. Our Goa may be India's smallest State but it has been in the news for all the wrong reasons:
- We have shown the nation ways and means to circumvent the Anti- Defection law, with political prostitution and party turncoats at its very hilt
- In a first ever BJP President Amit Shah addressed a party rally within the Airport premises
- Only Governor in the country refusing to comply with the RTI Act
- Manohar Parrikar has been the first Chief Minister to have left the country and had been away for over three long months without handing over charge to an other Minister and for the first time in history constituted a unconstitutional Cabinet Advisory Committee (CAC)
- It was for the first time that we heard that Formalin was found in fish within 'permissible limits'
- Very Corrupt politicians become Clean Souls and Saints after switching to the BJP
- Chief Minister Manohar Parrikar again leaves for New York and will run the administration this time through Phone, Fax and Email despite very poor internet connectivity in the State
- A handful of cabinet Ministers including the Chief Minister physically incapacitated due to health problems while draining the State coffers by crores on their medical bills
- In a first ever the Speaker of the Legislative Assembly to replace the Chief Minister in hoisting the national flag on Independence Day
- With every rule and law bent and broken, Goa leads in rampant corruption and glaring nepotism
- And to top it all, Goa is now the country's hub for narcotics, gambling, prostitution and crime

Sub.:- An open letter of protest against the decision of the Commission
Respected Sir,
I hereunder put my anxious consideration to the decision taken by the Commission in connection with the above referred case. In the decision of the Commission I painfully observed the Commission's ability to put the last nail in the victim's struggle for justice for gross violation of his human rights.
I herein below mentioned the facts and circumstances to show that a mockery of justice has been done by the Commission.
On 22.06.2018 I received a mail from the office of the Commission informing me that the Commission issued direction in the above referred case. Accordingly I searched for the direction from the Commission's website and came to learn that the Commission closed the case on the basis of a communication dated 24.07.2018 received by the Commission from the SP, Murshidabad and in the said communication it was reported that the investigation of the case crime no.930/2017(Name of the police station under which it was registered was not mentioned and the name of the complainant was also not mentioned) is under progress. The Commission decided to close the case being satisfied with the said report that the required action has been initiated by the police. The Commission did not mention as to how the case crime no.930/2017 was connected with the present case. The decision of the Commission taken in the present case is still available in the Commission's website.
On 02.12.2016 I lodged the complaint in connection with the present case for the victim Mr. Montu Mondal who sustained multiple pellet injuries due to firing by BSF on the date of the incident. On 16.10.2016 he submitted a written complaint before the Superintendent of Police, Murshidabad against the perpetrator BSF personnel but no action was taken on the complaint. The Commission took cognizance of my complaint dated 02.12.2016 and called for reports from the authorities. The Commission received reports both from the BSF and the police authorities.
On 10.07.2017 I (through Mr. Biplab Mukherjee, the then Secretary of MASUM) submitted comments before the Commission on the report of BSF and the police inter alia stating that the BSF report is nothing but a mere report of self-defence by the BSF. The BSF report was not an enquiry report because the victim was not heard; he was not given any opportunity to make his submission on the alleged incident of torture upon him, his complaint to the Superintendent of Police, Murshidabad was not considered, his available witnesses were not heard and his medical reports were neither perused nor considered. The BSF report was blank on giving any information on the victim's side of grievances and only provided information which was suitable for the BSF.
In my comments I further stated that police report submitted by the SP, Murshidabad also suffered from material irregularities such as the victim was not heard; he was not given any opportunity to make his submission on the alleged incident of torture upon him, his complaint to the Superintendent of Police, Murshidabad was not considered, his available witnesses were not heard and his medical reports were neither perused nor considered. The enquiring police officer did not bother to do those things to make his report a neutral and acceptable one. The police report failed to put any information why the victim's complaint before the Superintendent of Police, Murshidabad was not registered as FIR. Such conduct of the police was against the guidelines on the mandatory registration of FIR issued by the Supreme Court of India in the case of Lalita Devi vs State of U. P. and other—reported in AIR2014SC187.
I also in my comments tried to point out that both the BSF and police authorities tried to suppress the actual medical history of the victim regarding the injuries suffered by him from pellet firing by BSF. The police report stated that the victim was found physically fit in the available records in both the custody of police as well as BSF. It is to be noted here that the BSF report stated that the Medical Officer of Godhanpara BPHC observed cut injury on right hand of the victim probably due to pellet injury but the victim was declared physically fit. The medical examination report of Godhanpara BPHC was not attached with the BSF report. However on the medical examination of the victim conducted by police, the victim was found physically fit, so inconsistency between the two reports was clear. The medical report of the victim issued by the NRS Medical College & Hospital, Kolkata recorded that the victim was suffering from multiple pellet injuries on right hand. Before that the victim was under medical treatment of Dr. Swapan Roy who also noted down pellet injury on the victim. So it is clear that the authorities tried to suppress the actual state of health of the victim after his arrest. Even the police and BSF continued to do such suppression in their reports by not bringing the medical treatment records of the victim before the Commission.
The Commission did not inform me what action was taken by the Commission on my above mentioned comments submitted on the BSF and police report. Then the Commission abruptly took the decision of closing the case by relying on the subsequent report dated 24.04.2018 from the SP, Murshidabad keeping me in complete darkness. It is very ridiculous to note that mere information that the investigation of a crime case was under progress prompted the Commission to close the case. I have no idea as to how the case crime no.930/2017 is connected with the present case because the Commission did not bother to send me the said police report dated 24.04.2018 of the SP, Murshidabad obtained by the Commission.
Therefore, the Commission overlooked the issues as well as the facts involved which directly indicate gross violation of human rights of the victim and the Commission actually saved the skin of the perpetrator police and BSF personnel by taking a haste and half-hearted decision.
The victim prayed for justice before the Commission because the Commission has powers to hold neutral inquiry, to examine and call for records, to hear the victim and any other witnesses independently and other powers relating to inquiries as envisaged under Section 13 of the Protection of Human Rights Act, 1993. But the Commission did not bother to use any of those powers in the present case to establish the truth. Therefore no justifiable required action has been taken by the Commission in this present case.
The function adopted by the Commission in this case without using its powers relating to inquiries is a deliberate act of denial of a just, fair and reasonable proceeding and also against the principles of natural justice.
I hope that the Commission would record my protest against the decision of the Commission taken in the present case and I would request you to recall your decision and dispose of the present case in appropriate manner by considering my concerns submitted above.

To improve the quality of Legislators, bogus Representation of People Act must be replaced soon with new perfect law empowering Citizens to monitor performance of Legislators.

It is surprising that leaders of political parties are looked upon as demi Gods by the followers and the media. This is inspite of the fact that most of the politicians today are not of intellectual class or even honest people. Most of them have little achievements to claim.
Unfortunately, these are the people deciding the destiny of India.
There are thousands of intellectuals , genuine philosophers, scientists, educationists and others in India who are commanded by these politicians.
Looking at the type of politicians in India today, one gets an impression that we are paying too big a price for democratic system that we follow.
Should we blame the democratic system or think that people get the type of government that they deserve.

Despite the Bombay High Court having ruled that good roads is a fundamental right of every citizen, the roads across Goa are in a very appalling state. Potholes and craters are galore. Some roads which were hot-mixed just before the monsoons have been washed away. What a criminal waste of public funds.
Very sadly in many parts of Goa, you have to navigate down a lot of awful roads to find a motorable one.
Lack of funds cannot be an excuse as this government has been merrily squandering public funds on unnecessary and needless extravaganza.
The crores being drained from the State exchequer on the medical treatment of Chief Minister Manohar Parrikar and his ailing Ministers can wait and can't be a priority, as the Government cannot allow the public to be at the mercy of accident prone roads. The welfare and well-being of Goa comes First.

The very high-handed decision by Goa's ailing Chief Minister Manohar Parrikar who is undergoing treatment in New York, in deputing Speaker Pramod Sawant to hoist the National flag at the State level Independence Day function must be strongly condemned. It only once again displays the rank arrogance of the BJP in grossly violating the laid downs norms and protocol. On Independence Day it is the Chief Minister of the State who hoists the National Flag and in his absence it would have to be only by the Senior most Minister or a Minister designated by the Chief Minister.
It is incomprehensible as to how the Speaker of the Legislative Assembly can assume the role and responsibility of the Chief Minister. Very deafening is the stoic silence on this vital issue by Ministers Vijai Sardesai and Rohan Khaunte who last year while embracing the BJP had vowed to act as vigilant Watch-dogs to ensure Good Governance.
Until 1973 it was the Governor that hoisted the National Flag on Independence Day. But in February 1974, the then Chief Minister of Tamil Nadu M.Karunanidhi successfully took up the issue with then Prime Minister Indira Gandhi and since then it has always been the Chief Minister who has been hoisting the Flag at the State level function on 15thAugust.

Today August 12th is the death anniversary of Goa's first Chief Minister Dayanand. Though Dayanand Bandodkar may have initially been for merging Goa with Maharashtra, he respected the people's verdict and later with Dr Jack Sequeira as the fiery voice of the Opposition they toiled with a vision and passion towards the development of Goa. Unlike many of today's politicians who are self-centered, they relentlessly raised and pursued issues concerning the backward, down-trodden, and neglected communities of Goa. Leaders of their integrity, honesty and commitment we may now never see in this shoddy arena of political pygmies.
Dayanand Bandodkar and Dr Jack Sequeira dared to speak from their heart and always walk the talk. Only a few of such politicians still remain in our midst and will also be always remembered for the good they have done for Goa. About the rest and in particularly some of the current politicians in power who have been steering and navigating Goa down the tube there will be no obituary to write and no land remaining to even raise a Samadhi, leave alone a statue in their memory.
It is imperative that students today in our schools and colleges should be made aware of the very rich and invaluable contribution to Goa by Dayanand Bandodkar and Dr Jack Sequeira. They cannot be consigned as our forgotten heroes. Jack Sequeira and Dayanand Bandodkar must be rolling in their heavenly abode at the way Goa is being uncaringly misgoverned today.
As a school student I had the privilege of interacting with both Dayanand Bandodkar and Dr Jack Sequeira. I recollect with nostalgia witnessing those great debates by Dr Jack Sequeira in the Legislative Assembly and the pointed but witty replies by Dayanand Bandodkar. Today the Goa Legislative assembly has been reduced to a mere classroom kept entertained with the tales of Birbal being narrated.
Politics today is no longer a mission, not even an honest profession. It has been abridged to a scoundrel's last resort. It has become a ruthless business, with morals and ethics twisted, thrown to the winds, and long buried deep in the slush of ignorance and thuggery. Those belonging to a genre of politicians with qualities of head and heart cannot survive in today's political pitch. It is only for those who are thick skinned and hypocrites to the core, always ready to breach and bend all the rules to survive.
It is distressing to see and be witness to the continuing rampant destruction and devastation of Goa. In 2012 BJP promised a 'Parivartan' and at the 2014 Parliamentary elections lured us again with 'Acche Din', but Goa is sadly by the day just getting further corroded beyond recognition. It should have been the endeveaour of those in power to at least salvage and safeguard what remains of Goa. Unfortunately Goa is getting defaced at an electrifying speed. Posterity will never forgive the rulers of recent years for their selfish and dubious role in this irreparable damage and destruction of what was once a beautiful Goa, the Paradise of the East.
