in their
account at the worst time in their life when there is no
rain or more
rainfall damaging the crops, vegetables, fruits, cotton etc.
Even
people at large in India wants to help to farmers by paying
something
from their salary can directly deposit in their account as a
message
to farmers that we all Indian are your brothers and sisters
to help
you in your worst days of your life. Even many Industrialist
and
Corporate offices can help by compulsorily appointing
permanently in
Job farmers' children in their organization. It is also
necessary that
farmers locality should also developed by roads, busroute
and small
railways accompanying by small scale industry and wholesale
markets
hospitals, Agricultural and polytechnic colleges, Police
station,
around them as Modi government is explaining to
People and farmers
at large. Every Indian's duty to protect poor farmers
by help them
out in all possible manner. Kishan vikas
patra scheme should be
encouraged IN SUCH A WAY that money UP TO
TWO LAKHS ONLY EVERY
YEAR will become double in six years and Tex rebate
will be full so
that people of India mainly middle class service people rush
to save
their money in KISHAN VIKAS PATRA. MIDDLE

Dear Sir,
I refer to my earlier complaint about role of Mr. Adarsh Shastri, MLA,
in conducting the WIFI stakeholders consultations between 24-27th
April 2015.
I also refer to the PRESS RELEASE titled as "Delhi Chief Minister
administers oath of office and secrecy to newly appointed
Parliamentary Secretaries" dated as 27.04.2015. It seems this was done
post lunch on 27.April.2015 but you can confirm the same from official
records.
In these circumstances I request to be provided complete information
as to how Shri Adarsh Shastri participated as, and was also permitted
to participate as, "Parliamentary Secretary to Minister IT" during the
3 day conference / stakeholders consultation on WIFI in Delhi, when he
had not been administered any oath of office and secrecy till then. It
is not clear to me how papers I had submitted to Secy/IT as part of a
government consultation process could be disclosed to Mr. Adarsh
Shastri or how any recommendation could be passed on WIFI in Delhi
without considering my submissions or how Mr Shastri could even
communicate with me officially.
I reiterate that apparently Mr. Shastri was deliberately inserted into
the WIFI decision making process by somebody without any authority,
and so as to ensure that my submissions are not considered. It is
pertinent that there is no information whatsoever on Delhi Govt
website about powers, source of powers, job and scope of
"Parliamentary Secretary" which I could easily locate.
I would also request you to inquire into the circumstances whereby a
Wifi task force has been formed in a completely opaque and
non-transparent manner involving persons with dubious antecedents. In
the alternative you may kindly ensure that all relevant records of
Delhi Dialogue Commission for the Delhi-wide WIFI scheme are made
public so that I may pursue this under vigilance angles.
I again urge that the WIFI consultation process has been vitiated, and
needs to be properly conducted 'de-novo' with full prior disclosure
and transparency maintained throughout.

Kindly note and record my strong protest against any possible mention
anywhere that I voluntarily participated in any program / event in
which well known lobbyists associated with Delhi Dialogue Commission
are associated.
I additionally protest as follows, and which I request to be also
recorded:/ noted -
1) That I never responded to any communication or notice from Delhi
Dialogue Commission."DDG"
2) That I only responded to the public notice issued by Dept of
IT/GoNCTD in your title, which had no mention whatsoever of DDG.
3) That I strongly protest that I was called to an Aam Aadmi Party
function conducted in the auditorium of Delhi Sectt. Building under
the guise of being invited to an official GoNCTD consultation under
your aegis.
4) That I strongly protest at direct involvement of so-called
Parliamentary Secy. to Minister IT. one Shri Adarsh Shastri, in the
process, or that he was shown any paper filed by me. I firmly request
to be immediately provided a copy of Mr. Shastri's appointment order
and which details the source of power and his role and scope of work
within the Delhi Sectt building which houses the executive branch of
GoNCTD which solicited my inputs on WiFi in Delhi. As far as I know a
Parliamentary Secretary is usually not a Government Officer.
5) I may also mention that when I directly put it to Mr. Adarsh
Shastri what the role of the DDG was in the WiFi detailing process and
if it was akin to the National Advisory Council - "NAC", he publicly
replied this was beyond the scope of the consultation proceedings. I
therefore have every reason to doubt the Press Release and to be
properly informed on all aspects of the "WiFi in Delhi" implementation
process. As such kindly also preserve the video-graphic recordings of
the conference/consultation as the transparency and accountability
aspects of this matter are likely to be agitated by me further.
6) I would also request to be informed about the circumstances whereby
the following persons are associated with this WiFi project and in
what capacity, and if they have access to my inputs :
a) Mr. Nikhil Pahwa
b) Mr Mahesh Murthy
c) Mr. Pranesh Prakash
7) That a copy of the recommendations of the conference / consultation
be given to me immediately by return email, in the interest of full
transparency and openness.to stakeholders. I urge that if the IT Dept
was truly transparent abut the process being followed for the Free
WiFi scheme it would upload the entire file/s on the website suo-moto
now that the conference is concluded with a recommendation and release
all comments and proposals received/made as this is a MATTER OF WIDE
PUBLIC INTEREST.
I would be obliged if an acknowledgement indicating time to action on
my instant grievance is given within 5 days, as per the Manual of
Procedure or any other standard the GoNCTD follows.

[IAC#RG] Urgent Submission re: upload of responses to OTT Services Paper No. 2/2015

Dear Sirs,
I congratulate the TRAI for uploading all the responses received from
stakeholders for the consultation subject paper, along with the email
IDs of the senders.
I have perused the same and observe that there are numerous fake email
IDs and fictitious names being used to submit the responses to this
paper. I believe that several offences have been committed under IT
Act 2000 by sending these emails which squarely fall under scope of
section 66-A of IT Act 2000 and also the Indian Penal Code. (NB: The
said section continues to be on the stature books notwithstanding the
recent judgement of the Hon'ble Supreme Court, as I am given to
understand that the UoI plans to appeal it and the judgement has not
achieved finality).
I have come to know that the core persons behind this exercise of
spamming the TRAI's consultation paper are members of an Aam Aadmi
Party "task force" for providing internet services in Delhi which is
affiliated to the "Delhi Dialogue Commission". Many of these same
persons had also fanned a campaign to assail section 66-A of IT Act
2000 as "draconian" and which involved funding from overseas online
gambling interests and so as to get the "Information Technology
Intermediaries Guideline Rules 2011", regulatory regime disabled.
In these circumstances, as an aggrieved person and stakeholder, I am
requesting that the TRAI, as owner of the affected computer systems/
networks, immediately turn this matter over to the Cyber Crime Cell of
Delhi Police so as to identify and prosecute the persons and
intermediaries and IP addresses behind this criminal conspiracy which
systematically and deliberately spammed a public regulatory process
with fictitious and false email messages so as to cause annoyance,
inconvenience, obstruction, hatred, ill will,enmity etc.
I am especially aggrieved as follows:-
a) Because the reasoned responses I submitted on 19-April-2015 on
behalf of "India Against Corruption" have been lumped together with
these spam responses.
b) Because the reasoned responses I submitted on 24-April-2015 on
behalf of "National Campaign for Political Reform in India" have been
lumped together with these spam responses.
c) Because the TRAI has segregated out for preferential treatment and
publication the responses received from the Telecom Services Providers
so as to favour them. It is self-evident that this has been done
deliberately.
d) Because the TRAI has deliberately buried my responses because they
contained trenchant fair criticism directed at the TRAI and certain
TSPs.
e) Because the TRAI has deliberately not placed my aforesaid responses
with those from other associations of stakeholders, so that the public
shall not counter-comment on it.
So hence I request that my responses, and those of other associations
of persons similarly placed, be also prominently published so that
counter-comments may be received. And the same may be done urgently.
Furthermore, the time to file counter-comments may be extended as it
is physically impossible for smaller stakeholders to file their
counters under these circumstances of criminal conspiracy to derail
the regulatory process.
NB: I have good reason to believe that a large number of these emails
to TRAI have originated via forms on the .IN domain name
"savetheinternet.in" which is registered to "Pranesh Prakash" of
"Centre for Internet and Security " as per the WHOIS records

[IAC#RG] My Public Grievance regarding WIFI in Delhi - Stakeholder Consultations

Dear Sir,
I refer to the recent emails from your IT Consultant Shri Gaurav Verma
and also the attached final schedule for stakeholder consultations
spanning dates of 24,25 and 27 April 2015 for the subject matter -
WIFI in Delhi.
I cannot find my name anywhere in this process, and no time has been
allocated for me to speak - whereas other persons are being allotted
20 minutes each. The tentative schedule had slots for 19 persons to
speak, but now there are 28 speakers.
Accordingly I must inform you very clearly that I am reliably informed
that large telecom companies like Airtel and Vodafone have been
accommodated with slots at the last moment in the presenters list, and
almost certainly by using dubious means, and so as to prevent me or
people like me from speaking on 27th April 2015 during the
consultation, and rendering the so-called public consultation as a
hollow farce.
I was informed through my sources that this substitution has been done
at the instance of one Shri Ashish Khetan, a journalist of some sort
who was seemingly well known for his paid / managed news articles on
behalf of some TSPs before he entered politics and who is now employed
with some Delhi Dialogue Commission which is interfering in your
consultation process.
You will surely recall the egazette No. 2/06/2015/DDC/AR/2283-2452
Comp.No: eGaz(2015)/1/30 dated 26/3/2015 of Administrative Reforms
dept signed by yourself in this connection, which clearly mentions
that Shri Khetan is a honorary and non-official persosn in this
advisory body.
I find that the so-called Delhi Dialogue Commission had also issued
press releases seeking "crowdsourcing" for 10 frivolous queries on
WiFi in Delhi at about the time the GoNCTD issued its own official
public notice through your IT Dept.
Hence, kindly note that not only am I strongly objecting to not being
given a specific slot to speak and as earlier informed, but I am also
objecting to the deliberate confusion being caused by the so-called
Delhi Dialogue Commission, which seems to be controlled by a
fraternity of "facilitators", ie. "touts". Needless to say the website
of this so-called "Delhi Dialogue Commission" is highly evasive and
incomplete and has no mention of the names appearing in the media as
connected with this scheme.
Hence, I am again informing you directly, that under no circumstance
am I interested in speaking before or acknowledging in any way, any
person who is not a public servant or a full time gazetted Government
officer, for this matter of WIFI in Delhi, when I appear tomorrow.
I am especially concerned that this WiFi scheme is a massive SCAM to
siphon off and use Central Govt funds under NEGP using the SEMT and
the NEGD missions. As you are over busy with the PWD function of
GoNCTD, you may not recall the 2012 policy circular issued by your
predecessor in office as Secy./IT - Shri Rajendra Kumar -
No.F6(138)/IT/2012/2760 which deals with the subject and which only
speaks of making such e-services available AT AFFORDABLE COSTS to the
common man.
Alternatively, I am receiving credible reports that major new
entrant/s into the wireless internet infrastructure space shall misuse
the AAP's election promise of free WIFI to install their
multi-frequency towers / poles cheaply or free or to encroach on
public spaces.
For instance I would certainly like to know from the LG/GoNCTD how/why
Reliance Jio's massive boxes, pipes and cables were installed in the
DDA park outside my residence at Dwarka/Delhi, and have not been
removed for over 1 year.
Since the SEMT and NEGD is in already place, it is therefore not known
to the public-at-large how some persons from outside Delhi like some
Dr. Pranesh Prakash and Mr. Mahesh Murthy were reportedly selected to
be a part of a task force for implementing WIFI in Delhi. I strongly
apprehend that such persons have been co-opted via the irregular route
of Delhi Dialogue Commission at the behest of the large telecom
players and so as to also scuttle participation from Delhi residents
in the public consultation processes of GoNCTD for WiFi.
As I am taking up your Dept's offer to attend tomorrow, 27 April, I
would appreciate your personal intervention to ensure that I am
treated equitably and that I am not caused to object to presence of
outsiders in official processes.

Industrial growth is needed but it should complement the agricultural growth and not substitute it and cannot be encouraged at the cost of agriculture. It would be suicidal to sacrifice the interests of agriculture for the sake of industrial growth.
Even without land acquisition bill, India has lost around 16000 sq.mt. or 0.8 % of the cropped area in the last ten year period due to buying spree of agricultural land for various non agricultural purposes. This should stop. The agricultural share in the GDP has declined to 13.7% in 2012-13 , which is an extremely disturbing trend.
There are around 18000 hectares of allotted industrial land in twenty states which are lying unused. There are many sick projects in India occupying huge area of land without any operations. There are many educational institutions which possess hundreds of acres of land whereas actual utilisation is less than 5%. 63.85 million hectares in India are now waste lands which remain unused. It is surprising that Modi government has not thought about utilising such waste and unutilised land for industrial and other productive purposes before focussing on land acquisition bill.
There exists enormous scope for investment in agriculture and the sector can be considerably stabilised by improving productivity , optimising seed quality and promoting large number of agro based chemical projects and herbal projects that will give value addition. Government also should give guidelines to the farmers at periodical intervals about the choice of crops for cultivation based on the forecast of monsoon, demand supply and price factors and shape it's supportive policy according to the need.
There are many appropriate projects like algae, which has around 40% oil content, which can be cultivated in thousands of acres of waste land in India. Algae needs only waste water , sun light and carbon dioxide to grow. Bio fuel , methane gas and power can be produced from algae farms and this can be a game changer. While millions of dollars are being invested in USA and other western countries in algae sector, nothing has been done in India. Several suggestions submitted on this to government of India do not seem to have been heard.
It is high time we realise that the recurring crisis of Indian agriculture can be overcome only by adopting innovative and appropriate technology practices in tune with India's strength and ground realities. Government should focus on this , instead of diverting national attention to land acquisition bill , which is proving to be counter productive now.
Sadly, instead of technologists and scientists discussing about agri problems and government listening to them to find solutions, we are only hearing politicians talking about agri crisis with obvious intention of getting sympathy of the agricultural workers who could be a big vote bank for them.
It is high time that the politicians should be told to move away and let the space be filled by knowledgeable farmers, scientists and technologists, who can lift Indian agriculture to it's potential , if they would be facilitated to do so by efficient government and bureaucracy.

I have received your appended email, and I wish to convey my strong
disapproval with the surreptitious and secretive manner in which the
GoNCTD proposes to conduct this consultative process for "free WIFI in
Delhi" which was personally promised to the voters by Shri Arvind
Kejriwal at the time of seeking our votes this year.
It is very clear from your attached tentative agenda that the expert
ordinary citizens of Delhi, also known as aam aadmi, shall be excluded
from the critical deliberations on such an important matter with vast
financial implications which was promised to them.
It is also very clear now that there is a stench of deep corruption
and failure attached to this proposal which is causing Shri Kejriwal's
Govt to behave in this corrupt and evasive fashion to exclude the
citizen stakeholders who have responded, as is clearly evident from
your tentative agenda.
Accordingly, I would therefore request you to kindly confirm / explain
why expert persons like me who have responded to the public notice
issued by GoNCT's IT dept are being excluded from the entire
deliberations which stretch over 3 days. I would certainly like to
know why I have only been called on 27 April 2015 and am apparently
excluded from attending on the other 2 days.
I would also request you to kindly immediately upload to your website
all the background documents, including negotiations / discussions
which have already taken place with suppliers, so that we can properly
respond to the same. It is well known and in public domain that Shri
Adarsh Shastri had conducted intense negotiations with certain
suppliers before the recent elections, and it is certainly curious
from your agenda that he is taking such a personal interest in the
matter when there is already a Minister for IT in GoNCTD.
I would also like know who the members of the expert panel/s is/are
and how they were selected. I would also like to read all the
responses received as a precondition of my informed participation, on
the lines of the consultation procedure followed by the TRAI.

Thanks for your kind email which I have read carefully.
Since the India Against Corruption is a strictly non-political
movement, we cannot involve ourselves in political activity.
For the same reasons IAC would also not support any movement to
project local heroes merely for electoral gains or to appropriate
them. So we cannot support BJP's efforts to get Bharat Ratna for
Subhash Bose or by involving Netaji's family members..
Conversely, we hope that all political parties would fulsomely support
IAC's non-political "No Gandhi" campaign, where we have asked for
Gurudeb Rabindranath Tagore's iconic image to be on Rs.1,000 notes
instead of that of M.K.Gandhi.
IAC has also asked for images of Netaji Subhash Bose, Veer Savarkar,
Shaheed Bhagat Singh etc on Indian Banknotes and for the M.K.Gandhi
notes to be withdrawn from circulation as soon as possible and in the
national interest.

Sadly, instead of technologists and scientists discussing about agri problems and government listening to them to find solutions, we are only hearing politicians talking about agri crisis with obvious intention of getting sympathy of the agricultural workers who could be a big vote bank for them.
It is high time that the politicians should be told to move away and let the space be filled by knowledgeable farmers, scientists and technologists, who can lift Indian agriculture to it's potential , if they would be facilitated to do so by efficient government and bureaucracy.

GoNCTD proposes to conduct this consultative process for "free WIFI in
Delhi" which was personally promised to the voters by Shri Arvind
Kejriwal at the time of seeking our votes this year.
It is very clear from your attached tentative agenda that the expert
ordinary citizens of Delhi, also known as aam aadmi, shall be excluded
from the critical deliberations on such an important matter with vast
financial implications which was promised to them.
It is also very clear now that there is a stench of deep corruption
and failure attached to this proposal which is causing Shri Kejriwal's
Govt to behave in this corrupt and evasive fashion to exclude the
citizen stakeholders who have responded, as is clearly evident from
your tentative agenda.
Accordingly, I would therefore request you to kindly confirm / explain
why expert persons like me who have responded to the public notice
issued by GoNCT's IT dept are being excluded from the entire
deliberations which stretch over 3 days. I would certainly like to
know why I have only been called on 27 April 2015 and am apparently
excluded from attending on the other 2 days.
I would also request you to kindly immediately upload to your website
all the background documents, including negotiations / discussions
which have already taken place with suppliers, so that we can properly
respond to the same. It is well known and in public domain that Shri
Adarsh Shastri had conducted intense negotiations with certain
suppliers before the recent elections, and it is certainly curious
from your agenda that he is taking such a personal interest in the
matter when there is already a Minister for IT in GoNCTD.

As onlookers we see that for some strange reason aap is slowly separating itself from it's soul.
We can see ppl on this portal can see what may happen in future due to their experience in this field.
